7 de mayo de 2021— A tenor con la política pública del gobierno de proteger y tratar con sensibilidad a los animales, así como de disminuir la sobrepoblación de animales realengos, el gobernador de Puerto Rico, Pedro R.
Pierluisi, anunció hoy que mediante la Orden Ejecutiva 2021-033 (OE-2021-033) creó el Grupo Asesor para la protección y seguridad de los animales. El mismo será presidido por un Oficial de Asuntos de Salud y Bienestar Animal que le responderá directamente a la Secretaría Auxiliar de la Gobernación para Asuntos Estatales.
Precisamente, el gobernador designó al Dr. José V. Arce como Oficial de Asuntos de Salud y Bienestar Animal. El Dr. Arce tiene un bachillerato en ciencias de la Universidad del Estado de Luisiana y un doctorado en medicina veterinaria de la Escuela de Medicina Veterinaria de la misma universidad. Durante sus años de estudios trabajó como asistente de veterinario en el Hospital de Animales Villa Caparra y por más de 20 años ha laborado como veterinario en varias clínicas de Puerto Rico. Cofundó el Miramar Animal Hospital y, desde el 2000, el Dr. Arce pertenece a la Junta de Directores del Colegio de Médicos Veterinarios de Puerto Rico y actualmente es presidente de los Comités de Legislación y de Convención.
En el 2014 fue electo como director del Distrito 4 de la Asociación Americana de Medicina Veterinaria, logrando ser el primer puertorriqueño en pertenecer a la Junta de Directores de la Asociación.
“Este gobierno procura la sensibilidad en todas sus vertientes y cada vez son más los animales desamparados que carecen de comida, agua y cuidado veterinario lo que tiene como consecuencia que haya una gran cantidad de estos en mal estado de salud, presentando condiciones como sarna, desnutrición o heridos como resultado de accidentes con autos o por maltrato. Por ende, este problema requiere la atención inmediata de este gobierno lo que procuramos con el nombramiento del Dr. Arce y la creación del Grupo Asesor”, estableció Pierluisi.
El Grupo Asesor tendrá como misión principal auscultar e implementar iniciativas distintas que ayuden a frenar la sobrepoblación de animales realengos incluyendo un registro de animales, la esterilización y una campaña educativa para promover la salud, el cuidado y la protección de estos.
“Nuestro gobierno asume una actitud de compasión, sentido de justicia y respeto para con todos los animales. Por esta razón, asumirá un rol de sensibilidad y protección para cada uno de ellos, e insta a toda la ciudadanía a tratarlos con respeto y bondad”, añadió el gobernador.
El Grupo Asesor también estará compuesto por los secretarios de los Departamentos de Salud, de Recursos Naturales y Ambientales (DRNA) y el Auxiliar de la Gobernación para Asuntos Municipales. También formarán parte un representante de la Junta Examinadora de Médicos Veterinarios y un representante del Colegio de Médicos Veterinarios, ambos escogidos por sus propias Juntas. De igual forma, participará un representante de las organizaciones sin fines de lucro dedicados al bienestar de los animales en Puerto Rico, quien será seleccionado por el gobernador, con previo asesoramiento del oficial de Asuntos de Salud y Bienestar Animal. El gobernador tendrá a su discreción designar otras personas a este grupo de trabajo.
Entre los poderes del Grupo Asesor está el solicitar información a las agencias de gobierno sobre todo lo relacionado a los asuntos de animales, la facultad de consultar a personas con conocimiento, pericia y experiencia en asuntos de salud y bienestar animal. También, podrá requerir y recibir asistencia técnica, administrativa o de otra naturaleza, incluyendo la producción de información y documentos de cualquier agencia del Estado.
En Puerto Rico el nuevo Código Civil establece que los animales domésticos y domesticados deben ser tratados conforme a su naturaleza, garantizando su bienestar y seguridad física. Por otro lado, la “Ley para el bienestar y la protección de los animales”, crea el andamiaje para proteger y cuidar a los animales. Entre sus disposiciones, ordena a los municipios a atender de forma prioritaria la situación de maltrato de los animales realengos que por lo tanto se encuentran fuera del control de su dueño o sin un guardián conocido, y sin identificación adecuada.
De otra parte, se creó en el 1984 mediante ley la “Oficina estatal para el control de animales” (OECA), con el fin de establecer refugios regionales operados por los municipios para alojar animales realengos y poder desarrollar programas de adopción y clínicas de esterilización. De hecho, en la Orden el gobernador establece que se evaluará el funcionamiento de la OECA.
La Orden Ejecutiva 2021-033 expone que a pesar de este andamiaje legal y de varias iniciativas que se han implementado, Puerto Rico continúa con la sobrepoblación de animales y se estima que tras el paso del huracán María aumentó dramáticamente incluyendo el que en 67 de los 78 municipios se han visto cerdos vietnamitas “sin control” afectando particularmente la zona metropolitana mientras que en el sur e interior de Puerto Rico abundan los caballos realengos.
El Oficial de Asuntos de Salud y Bienestar Animal rendirá en 90 días un informe con los planes preliminares recomendados por el Grupo Asesor que deben ser implementados por las agencias de gobierno.
Luego de que el gobernador apruebe los planes a ser implementados, el oficial rendirá informes específicos cada seis meses.

I’m pretty sure I broke my finger on that ridiculous 1-2″ (I’m guessing not actually measured) high sudden rise to the floor when entering the bathroom. Each of us tripped on it several times. Not only that, but you need one room key (we were 5 people) to get in or out of the room Seemed dangerous if not outright illegal — a serious fire hazard we didn’t feel safe The ledge on the bathroom floor that we all tripped on a sore leg for the entire 7 day cruise.The beauty cream store inside this hotel seems to be chasing guests and letting pedestrians into the street to try and sell them overpriced skin cream.I spent a fair amount of time trying to keep le them from cashing in on/offering my mother by convincing her that she had to spend $600 for a face cream that helps with collagen. This practice was extremely unprofessional and this is the main reason that I will never return, I think it is completely absurd that they allow this activity inside the hotel.
Didn’t give a receipt for the stay, either. The people working at the hotel were nice although I couldn’t always find someone at the front desk. Away from it all — the rooms were otherwise fine. I used to stay at the Hilton but needed a bigger room for a short stay and ended up here.

Fortaleza suites are great! Edwin and Carla were very helpful and friendly. The rooms are nice colonial style without being over the top, right in the middle of old San Juan town. They found me a room at the last minute when the hotel I booked told me on arrival that they didn’t have a room for me. There was an accident with the alternator that night and they got me another room the next morning. I also asked for a discount on the previous night’s room. They couldn’t take it apart that day, but they promised something. Of course, the next day they are fully returned to the room.
Reliable, friendly, good location, nice rooms. Recommended.

I wanted zero or negative stars. My fiancé and I got stuck in PR past our original scheduled date due to the weather disrupting our flight. We’re stuck in this pig’s pen. In fact, I wouldn’t even keep pigs here. At first the beds were unmade and had stains on the sheets. When I went to brush my teeth the sink flooded from the pipes below. Then the shower handles were literally broken so we couldn’t even shower. The staff were terrible and didn’t have any permission for unacceptable conditions.
Unacceptable for barn animals even.

I have been staying at Fortaleza Suites since the beginning of December. I love it here. As a single woman alone at home I feel safe and watched over. Restaurants and shops are within walking distance of the hotel. Warning: if you don’t want to hear the noise from the street, it can get quite noisy on weekends, ask if one of the internal rooms, otherwise bring some earplugs if you are a light sleeper. This is not the fault of the hotel at all, it is located on a busy street! But, Maricruz and her staff will be happy to cater for the best they can and switch your room. But understanding, this place remains very complete. The rooms are always clean, clean linen, floor mop, and nicely decorated. I can say that in all honesty because I follow the housekeeping staff every day. They are the best! The common areas are warm and welcoming. These are installations like villas with small apartments and an open roof.
It really feels like a wonderful home away from home. The Fortaleza Suites have bounced back so quickly after Maria. I’m really amazed. They worked so hard. My team was able to find some sort of shelter with Maricruz and Hugo after they arrived to help with the recovery. We were 1st stay in October, the generator was installed that day. Rooms and food was so poor after Maria. But Hugo and Marie-Cruz, along with several staff members, looked after us and helped us with every need.

This place is in the middle of Viejo San Juan which makes it super easy to walk the streets to shop , eat, hang out and learn about history. The room we stayed in was spacious, however, and the bed was comfortable. This is not a 5 star resort with all amenities but clean and comfortable reasonable security.

My wife and I stayed here for one night of our holiday.
We were upgraded to a suite due to a last minute cancellation and the rooms were quiet and nice. After we checked out they offered to keep our luggage until we met up with the family later. I would definitely recommend this for anyone looking to stay in Old San Juan.
