Tres Palmas Beach, also known as Steps Beach (Playa Escalera) for the concrete steps sitting on the sand, is wonderful and unique in every way, capturing the heart of every type of beach lover and delivering unforgettable experiences all year round.  The famous concrete steps are a favorite photo spot for visitors on the west coast of Puerto Rico and a cool place to sit and take in the view when the tide is safe to do so.  Tres Palmas is located in the sunny surfing town of Rincon, the most popular beach destination on the west coast of Puerto Rico. 

The beach is easy to access from the main road.  At the end of the narrow dirt path, a beautiful beach awaits with few buildings on site thanks to the efforts of community groups that protested to keep major developments from taking over the shores of this natural treasure on the west coast of Puerto Rico.  Tres Palmas offers easy access and free parking.   There is a food truck at the entrance and plenty of places to eat nearby.

Summertime is for Snorkeling at Tres Palmas (Steps Beach) – Rincon

During the spring and summer months, from mid-April – October, the 20 + feet waves turn to calmer waters, allowing snorkelers to explore the healthy coral reef below.  Tres Palmas (Steps Beach) offers locals and visitors some of the best and most accessible snorkeling in the area.   The best time to snorkel is in the morning, the water is calm and clear.  Underwater you can explore a colorful garden where you can spot the following:

  • Elkhorn coral community communities
  • Bottlenose Dolphins
  • Common Reef Fishes such as Parrot Fish, Blue Tang, Surgeonfish, Sergeant Major, Yellowtail
  • Hawksbill Turtles
  • Spiny Lobsters

The coral reef runs right along the length of the beach.   The best way to get in is through the main beach area where the bottom is more sandy.   If you get in through the north side along the concrete steps, beware that it drops off quickly.   If you swim out farther, the waters are sometimes calmer and the visibility better.   Be sure to swim/snorkel with someone else for safety, there are no lifeguards at Steps, all activities are at your own risk.  We recommend you wear fins and long sleeve snorkeling/scuba clothing to protect your skin from accidental scratches.  The waves could push you against the sharp coral floor along with the concrete steps.  Please refrain from snorkeling during the winter months or when the waves are rougher in the summer, we’ve seen people get nasty scratches on their body from being pushed by the waves.

Wintertime is for Surfing at Tres Palmas Beach – Rincon, Puerto Rico

During the winter months, experienced surfers ride the biggest and most challenging waves in Rincon while beach bums can lounge and enjoy a good show.    Tres Palmas is known as one of the best surfing beaches in the Caribbean.  With waves up to 25 feet during and beyond the break of almost a mile out, Tres Palmas is for experienced surfers in excellent physical shape.  If you’re not a surfer, be sure to bring your lounge chair for a great show over the winter months.

Honeymooners can claim quiet romantic scenic spots.  Steps Beach is a great starting point for a long walk on the beach with the whole family, and breathtaking daily sunsets at the end of a glorious day on the beach.

Palm and almond trees line up the back of the beach providing some shade and a natural feel.   The sand is golden and soft, the beach is not very wide in the winter months.  Sit on a fallen tree and let your cares slip away as you listen to the ocean waves.

The Tres Palmas Marine Reserve

In an effort to protect Puerto Rico’s rich marine biodiversity, some of the healthiest elkhorn corals, and the surf that breaks over them, the Reserva Marina Tres Palmas (RMTP) was established in January 2004. This marine reserve, the first on the mainland of Puerto Rico, was established through a community-driven effort. The Chapter has a seat on the RMTP Management Board as a local Non-profit Org.

Since the explosion of tourism in the mid 1960s, Rincón has experienced strong social and economic changes. Formerly a people devoted to agriculture and fisheries, tourism is now the foundation of the economy. Rincón is today one of the most popular tourist destinations of the island, which has led to an accelerated development of its coastline. The absence of local planning zoning has enabled the development of hotel complexes and condominiums in the shoreline area. This type of construction cause erosion to the coast and this coupled with climate change and marine pollution is threatening the beaches, corals and biodiversity that depends on it.

By keeping marine areas in a natural state, free from potentially damaging human activities, these environments will be protected for future generations. Rinconeños will also benefit from the positive effects that this protection will have on recreation and tourism, community education and scientific research.

Protecting Rincón’s coastal and ocean resources is a priority because they are the economic engine of the community’s economy. With funding from NOAA’s Coral Reef Conservation Program the development of a management plan for the marine reserve commenced in 2005.

WHAT IS A MANAGEMENT PLAN AND WHY IS IT IMPORTANT?
A management plan is a guide for the conservation of ecosystems, natural and cultural resources for a specific area defined by legal processes based on scientific criteria and the management of resources. The plan provides a description of the area and region, summarizes scientific research for the area, and presents and discusses critical issues, problems, threats, relevant activities and conservation opportunities. It is a working plan that will guide the day-to-day activities of the reserve to comply with the goals and objectives for the reserve. The plan will be created through a collaborative process between government agencies, NGOs, stakeholders, and citizen participation,

DEVELOPING THE PLAN
Dr. Manuel “Manolo” Valdés-Pizzini and his team from CIEL facilitated the process to create the management plan.

The development of the management plan was guided by a steering committee with representatives from local and Commonwealth government, fishers, educators, scientists, local business, and community groups. A group of technical advisors ensured the legal compliance and scientific validity of the plan.

The process to create the management plan emphasized diverse and extensive public participation in many forms.

The Management Plan for the RMTP was completed in 2008. The Department of Natural and Environmental Resources (DNER) approved the plan shortly after its completion. The Chapter will push for expansion of the RMTP to the north and designation of a “Nature Reserve” on PREPA-owned land in the watershed of a expanded marine reserve

The management plan mandates that a Management Board (Junta de Manejo) be constituted to collaborate in the management of the reserve, jointly with the DNER. The board must have members that represent different groups and interests related to the reserve in Rincón, as well as DNER officials. The DNER also approved an Administrative Order prohibiting the collection of any marine organism, either living or dead, in the area of the reserve.

Las Palmas de Gran Canaria is a city in Spain, the administrative center of the province of Las Palmas on the island of Gran Canaria as part of the Canary Islands archipelago, 210 km from the northwestern coast of Africa. One of the two capitals of the autonomous community of the Canary Islands.

This is the largest city in the Canary Islands. 10th place among all cities in Spain. Gran Canaria International Airport is located 18 km from the city.

History

The city was founded on June 24, 1478 by Juan Rejon and the troops of Castile after the victory over the Guanches (the indigenous population of the Canary Islands). In 1492, Christopher Columbus made a stop at Las Palmas before his first voyage to America. On his way back to Spain, he also stopped in the city. Today, a museum in the city’s Vegeta quarter is named after him.

At the end of the 16th century (1595) there were quite a few attacks on the island by English corsairs (John Hawkins, Francis Drake). However, Las Palmas was not taken. The city also withstood the onslaught of the Dutch navigator Pierre van der Doyes (1599). On June 28, 1599, a decisive battle took place between the Dutch and Spanish troops, after which the Dutch were forced to forget once and for all about their claims to the Canary Islands. In honor of this victory, the Cathedral of the Canary Islands (Catedral de Canarias) was built, dedicated to Saint Anna, the patroness of the city.

At the end of the 19th century, Sir Alfred Levy Jones founded the Gran Canaria Coal Company here, which marked the beginning of the city’s prosperity. Ships following the transatlantic route began to stop in the port. New neighborhoods have grown up around the city. In 1927, Las Palmas became the capital of the eastern province of the Canary Islands, which includes Gran Canaria, Fuerteventura and Lanzarote.

Las Palmas today is a cosmopolitan city. Next to it are famous beaches (Las Canteras and Las Alcaravaneras) and a busy port (Puerto de la Luz) — one of the most active ports in the world with 1970s to 1990s. The result of this activity was the resettlement of people from all over the world there. Merchants and merchants from Africa, China, Russia and the Middle East mingle on the port streets. The largest external ethnic groups on the island are Koreans and Indians, although most of them have acquired Spanish citizenship over the years.

According to research by Thomas Whitmore, Director of Climatology Studies at Syracuse University (USA), Las Palmas has the best climate in the world.

City festival (Fiestas de San Juan) in honor of the founding of the city is celebrated in June. Also well known in the world is the carnival in Las Palmas. The city hosts the Dance Festival and the International Film Festival.

The annual transatlantic regatta starts in the city.

Las Palmas de Gran Canaria is administratively divided into five districts, which in turn are divided into quarters, not necessarily consistent with the traditional division. Each quarter is administered by a municipal district. The last administrative division of Las Palmas de Gran Canaria dates back to 2004. The current structure of the city and municipality in the following districts and quarters (data from the 2006 census):
