Puerto Rico Governor Wanda Vazquez-Garset announced on Saturday that the island will hold a referendum on joining the United States of America on November 3rd. This will be the island’s sixth attempt to become part of the United States. This is how Puerto Rico wants to get rid of debt. In Washington, the news of the referendum was met with silence.

Get out of debt

«Should Puerto Rico be accepted into the union immediately?» is the only question that will be put to a referendum.

This is the third vote in the last eight years. In 2012, 61% of Puerto Ricans voted for joining the United States, in 2017 — even 97%. True, then the turnout was only 23%. One of the largest political forces on the island, the Democratic Party, opposed to accession, announced a boycott of the vote.

Puerto Rico is an unincorporated territory within the United States. This means that the island is under the control of Washington, but is not part of the country. The US Constitution does not fully operate on the island; only one Puerto Rican deputy enters Congress, who does not have the right to vote. Puerto Ricans also do not take part in presidential elections, although it is the head of the White House who is the head of Puerto Rico. The entire population of the island (3.2 million people) has American citizenship. Since World War I, Puerto Ricans have served in the US military.

The island received its current status in 1952. Before the onset of the 21st century, the inhabitants of the island took part in referendums on joining the United States three times (1967, 1993, 1998), and never did supporters of accession receive a majority. Puerto Ricans were quite happy with their status until the island went bankrupt.

From the 1940s to the 1990s, the island experienced an economic boom due to the growth of the tourism industry, the development of the petrochemical and pharmaceutical industries. However, a decline followed in the early 2000s. Puerto Rico’s already struggling economy was hit hard by the 2008-2009 subprime crisisgg. In a few years, debts have grown to $ 74 billion. Puerto Rico has no way to pay them off on its own. Even the ex-Minister of Finance of Ukraine Natalia Yaresko , whom the Americans sent to the island after her resignation from the Ukrainian Cabinet, did not help.

The only way is to join the USA. Then the debt of the island will become a headache for Washington.

The race for a passport

Meanwhile, an impressive queue has already lined up to enter the United States. At least 13 territories administered by Washington have declared such intentions. These are Guam, the Northern Mariana Islands, the Virgin Islands and many others. In addition, the Federal District of Columbia, where Washington is located, also claims statehood. Residents of the district also voted to become the 51st state, but their request has so far been ignored in Congress.

There are three stages to join the US. First, joining America must be voted on in a referendum in the region itself. Second, accession must be approved by Congress. Thirdly, the corresponding decree must be signed by the president. The last two states were Hawaii and Alaska: they joined the country in 1959.

Exit, by the way, is also not easy. After the American Civil War of 1861-1865, when 13 states unilaterally declared their secession at once, Congress decided that it was only possible to leave the country with the approval of Parliament and the President.

However, the US is not yet ready to expand further. If Barack Obama generally supported the annexation of the island, then Congressmen have twice ignored the positive result of the Puerto Rican referendum. And the current president of Donald Trump , in response to the question of whether he would sign the law on the admission of the island to the country, answered in his own style: “You know, we already have the 51st state. This is Canada.»

It was decided not to notice the news about the appointment of the date of the new referendum in Washington. “No comment,” the Ministry of Justice answered journalists’ questions.

Why doesn’t the US want to annex Puerto Rico?
