Dorado: Living the Good Life in Puerto Rico’s Paradise – Noticia
“Dorado is the paradise of Puerto Rico where people come to live a happy life.”
The proud spokesman is nonother than Carlos López Rivera, who has been the mayor of this thriving city for the last 29 years.
Sitting at his quaint office full of awards and Puerto Rican crafts, he extolls the merits of Dorado: friendly people, high quality of life, cleanliness, low crime, beautiful beaches, and spectacular hotels. He also mentions a growing population with new high-income residents from abroad, a healthy economy that creates jobs, excellent schools, and impressive developments. The orderly growth of the city has been possible thanks to a long-term urban planning project led by City Hall: Dorado 2025.
While the emigration of Puerto Ricans has increased in recent years, Dorado is one of the few municipalities in Puerto Rico with population growth. “When I started as mayor in 1987 there were 25,000 people in Dorado. Now there are more than 40,000 inhabitants,” said Lopez, who became mayor when he was just 28 years old.

According to the Puerto Rico Planning Board, Dorado’s population will continue to grow and will have 42,600 inhabitants by 2020. Speaking about new housing developments, the mayor describes it as a phenomenon. He recalls that when he started as mayor the city had only three developments and now there are 27 communities of all kinds, from those with exclusive million-dollar residences to social interest municipal housing projects.
Housing for all
“Everyone wants to come to live or to invest in Dorado,” says the mayor, who notes that despite its famous luxury developments not all housing projects in the city are for millionaires.
“We have initiatives to develop social interest housing. A few decades ago several land invasions took place. One of them was known as the Villa 2000 community. We relocated over three-quarters of the residents who lived there to Arenales 2, a safe housing project with concrete units valued at about $100,000 but made available to the community at little or no cost. For those who had to pay, the cost was only $15,000. At Arenales 2 we built around 200 houses for resettlement. And in the next four years we intend to build some 66 additional homes for other people from that community as well as the people of El Caño community,” he said.

As for homes for the middle class, the mayor mentioned the Altos de Miraflores apartments, with prices in the $112,000 range. Upper middle class communities such as Dorado del Mar, Los Montes and Paseo Las Olas have homes for sale from $175,000 to $390,000.
There are also plenty luxury developments. One of the most celebrated is Sabanera de Dorado, with prices starting at $459,000 and featuring excellent schools such as world-renowned TASIS Dorado. Other high-end exclusive neighborhoods include Dorado Beach East, Plantation and East Beach Villas, on the grounds of the Dorado Beach Ritz-Carlton Reserve, where mansions are for sale from $1 million to about $10 million. These include amenities such as beach access, exercise areas, lakes, country club and golf courses, among many other offerings.
Thanks to Acts 20 and 22 which seek to attract wealthy citizens to the island by granting tax incentives “we have seen the phenomenon of high-income people looking to buy ocean-front properties on the hotel’s grounds taking advantage of special offers. They receive tax exemptions for living on the island part the year. But they have felt so comfortable here that they have stayed, making these properties their primary residence,” said the mayor.

Some of them have considered investing in Dorado businesses, others simply enjoy life in the place. They are attracted to the beach and good education for their children at TASIS (The American School in Switzerland) and other schools, such as Dorado Academy and Christian Academy, in addition to Dorado’s proximity to the metropolitan area.
Recreation and quality of life
What do Dorado residents of all socioeconomic levels look for? “Residents want to have activities that enhance their quality of life. Some have to do with sports recreation,” said the mayor. In the case of wealthy residents, “many acquire their homes because their communities have golf courses,” he said.
The mayor shared details about some of the recreational and sports projects that his administration has created for the enjoyment of the community. “We developed 857 acres of land to create the Ecotourism, Ecological and Recreation El Dorado Park, which opened five years ago. This park is one of Dorado’s great attractions. It was a plot of land formerly used as a sugar cane farm that we transformed into a park with all kinds of activities and where the main attraction is natural beauty, fauna, and flora. It has beautified the entrance to the town. In part of the land, some 200-odd acres are used for events such as car shows, agricultural fairs, and festivals,” said the mayor. The area has swings, slides, exercise equipment, bicycle and skateboards paths, and several amusement machines. Admission is free; only parking is charged.

Healthy economy and security
One of the attractions of Dorado is that it’s one of the municipalities with the lowest unemployment rates in Puerto Rico. “Among towns of similar size, we have the lowest unemployment rate: 6.7 percent,” the mayor said.
For a long time, prosperity was based on tourism generated by the Dorado Beach hotels, developed in 1955 by investor Laurence Rockefeller, and by the Cerromar. After the Hyatt Corporation that managed the hotels closed them due to a restructuring, the mayor participated in efforts to reopen them. Under the administration of Ritz-Carlton, the Dorado Beach has now become a mega six-star hotel, and Cerromar will resume operations in the future.
Another project that will soon generate jobs in agriculture will take place at the El Dorado Park. “We are about to start a project where there will be about a thousand head of beef cattle. Through an innovative system that will maximize the use of the land, the municipality acquired the property through a 30-year contract. We are now completing the purchase transaction and selected a proposal to develop the beef cattle farm,” Lopez said.

Projects to honor the town’s history
The historic legacy of Dorado, founded in 1842 by Jacinto López Martínez, is very important for the municipality. The buildings that are the core of Dorado’s origins — city hall, church, school and cemetery — are all being renovated.
Another important project was the beautification of the Paseo Mendez Vigo, which included putting power, telephone, and cable TV lines underground. Also at the Paseo Mendez Vigo, the city invested $3.5 million in transforming an old factory that was a public nuisance into an attractive new emergency management center with police headquarters, 911 offices, engineering office, recycling office, and recreation office. The Fire House were also restored.
The municipality is currently investing $400,000 to redevelop the historic area surrounding the San Antonio Church at the public square. Law 212 allows the city to invest in the periphery of the church while the church itself is renewing its interiors. Rivera Lopez said that “this will create a new religious, cultural and tourist attraction which people will come to see.”
The City Hall and its annex are being renovated with an initial investment of $1 million. They are working on the blueprints for the restoration of the historic Jacinto Lopez Martinez school to return it to its original state, both in terms of facade and infrastructure. The 100-year-old building is still used as an elementary school. The municipal cemetery is also being renovated with a budget of $800,000 to add spaces for niches.
