Know what you can pack in your carry-on and checked baggage before arriving at the airport by reviewing the lists below. Inform the TSA officer at the beginning of the screening process that you are carrying formula, breast milk, toddler drinks, and baby/toddler food (to include puree pouches) in excess of 3.4 ounces. Remove these items from your carry-on bag to be screened separately from your other belongings. TSA officers may need to test the liquids for explosives or concealed prohibited items.

Although not required, to expedite the screening process, it is recommended that formula and breast milk be transported in clear, translucent bottles and not plastic bags or pouches. Liquids in plastic bags or pouches may not be able to be screened by Bottle Liquid Scanners, and you may be asked to open them (if feasible) for alternate screening such as Explosive Trace Detection and Vapor Analysis for the presence of liquid explosives. Screening will never include placing anything into the medically necessary liquid.

TSA X-ray machines do not adversely affect food or medicines. However, if you do not want the formula, breast milk, toddler drinks, and baby/toddler food (to include puree pouches) to be X-rayed or opened, please inform the TSA officer. Additional steps will be taken to clear the liquid and you or the traveling guardian will undergo additional screening procedures, to include Advanced Imaging Technology screening and additional/enhanced screening of other carry-on property.

If the patient’s condition is stable and the risk of deterioration of health within the next few hours is minimal, the patient may not be hospitalized. At the same time, the doctor sends information about the patient to the polyclinic at the place of residence or attachment, so that the patient can be visited by a local therapist. By the arrival of the therapist, the patient must find the CHI policy and present it.

What to do if there is no CHI policy at all?

If the policy is lost, stolen or the degree of wear is so strong that it is not possible to identify the patient, then, of course, it must be urgently restored. But even if you could not do this, the doctor should still not refuse to help you.

In this case, the specialist will act as we described in the question above. The only difference will be that for persons not identified during the treatment period, the medical organization submits to the territorial CHI fund a request for identification of the insured person.

The Territorial CHI Fund checks in the register of insured persons within five working days whether the patient has a valid policy. The territorial fund submits the results of the check to the medical organization within three working days.

What if I am not in the unified register?

Even if you not only forgot, not just lost your policy, but are not even listed in the unified CHI register, you still will not be left to die. In this case, emergency and specialized medical care provide services at the expense of the budgetary funds of the regions. In addition, it is unacceptable to refuse to provide medical care to newborns before the compulsory medical insurance policy is issued: such small patients are treated under the policy of the mother or other legal representative.

What is included in the CHI treatment?

The minimum amount of assistance is described in the basic CHI program. What exactly to add to this list, each region decides for itself.

Do’s and don’ts under the policy:

An exact list can be found at any clinic or on the website of the Ministry of Health in your area.

The refusal will be the reason for writing a complaint to the management, appealing to the Compulsory Medical Insurance Fund or a complaint to the regional health department and the prosecutor’s office.

Article 21 of the law “On the fundamentals of protecting the health of citizens in the Russian Federation” reads as follows:

To receive specialized medical care in a planned form, the choice of a medical organization is carried out in the direction of the attending physician. If several medical organizations providing medical care in the relevant profile participate in the implementation of the territorial program of state guarantees of free medical care to citizens, the attending physician is obliged to inform the citizen about the possibility of choosing a medical organization, taking into account the fulfillment of the conditions for the provision of medical care established by the territorial program of state guarantees of free provision of medical care to citizens.
