La Escuela Taller Cartagena de Indias (Etcar), administradora de las fortificaciones de la ciudad por designio del Ministerio de Cultura desde octubre de 2012, realizó la actualización de la Política Tarifaria que regula el aprovechamiento económico de los Bienes de Interés Cultural (BIC) a su cargo.

La ejecución de esta política continuará haciendo posibles los programas y proyectos planteados en el PEMP de las murallas y del Castillo de San Felipe, así como la realización de actividades de administración, protección, conservación, restauración, puesta en valor y divulgación de estos BIC por parte de la Etcar.

La norma establece la tarifa que rige el acceso de personas a las fortificaciones de Cartagena como el Castillo de San Felipe de Barajas, el uso de los baños ubicados en el recinto amurallado del Centro Histórico, arrendamientos temporales y permanentes en las fortificaciones, actividades para la visibilidad y puesta en valor de estos bienes u otros aprovechamientos autorizados por el comité directivo del comodato entre MinCultura y Etcar.

De esta forma, el derecho de ingreso al Castillo de San Felipe de Barajas a partir del 2 de mayo de 2022 tendrá un valor de $27.000; los colombianos, presentando la cédula de ciudadanía en físico o la cédula digital expedida por la Registraduría Nacional del Estado Civil, y por su parte los extranjeros residentes, la cédula de extranjería expedida por Migración Colombia, pueden acceder con la tarifa para nacionales de $23. 000.

Los menores de 6 a 13 años, presentando la tarjeta de identidad, y los estudiantes y docentes de instituciones educativas públicas y privadas de Colombia de prescolar, básica, técnico, tecnológico, universitario o de educación para el trabajo y el desarrollo humano, presentando carné de la institución que los acredite pueden ingresar con la tarifa reducida de $11.000.

Se mantendrán las excepciones en el pago establecidas en la ley colombiana para los menores de 6 años, las persona en condición de discapacidad, las viudas, huérfanos o padres de los miembros de la Fuerza Pública; los Reservista de Honor y Héroes de la Nación de la Fuerza Pública colombiana y los adultos mayores de 62 años colombianos.

Los beneficiarios de las excepciones podrán corroborar con antelación a la visita en la página web www.fortificacionescartagena.com.co, sección ‘Planee su visita/ Castillo de San Felipe de Barajas’, cuál es el documento que deben presentar en la taquilla del fuerte para acreditar su condición.

Rafael Cuesta Castro, director general de la institución, explica: “Uno de nuestros deberes al ser comodatarios de las fortificaciones, especialmente ahora que estamos saliendo de una pandemia mundial que golpeó la economía y afectó principalmente al sector turístico, es procurar la recuperación económica y la sostenibilidad en el tiempo del conjunto fortificado que tenemos a cargo, por ello era necesaria la actualización de la Política Tarifaria, pues a través de ella percibimos los recursos que permiten la gestión del patrimonio de los cartageneros”.

De este modo, la Política Tarifaria se actualizará automáticamente los días 15 de enero de cada año, de acuerdo con el Índice de Precios al Consumidor (IPC), con la aproximación en miles hacia la cifra superior, o podrá ser definida por el comité directivo del comodato.

El Castillo de San Felipe en Cartagena fue construido como un fuerte militar, no es un castillo donde habitara la realeza o personas importantes de la sociedad. Es considerado como un bunker impenetrable que defendió la ciudad de invasiones, mercenarios y otros conquistadores.

Esta construido en roca de tal manera que fuera impenetrable por los enemigos, su forma de construcción hacia que no fuese posible escalar sus muros, túneles sin ventanas para que al desplazarse en su interior los enemigos no detectaran movimientos.

El interior esta lleno de túneles, unos 600 metros aproximadamente, que permiten recorrer a lo largo de todo el Castillo en diferentes niveles, algunas áreas puede que al momento de visitarle no estén habilitadas para el turismo debido a su profundidad y oscuridad.

Los túneles no cuentan con ventanas o iluminación, así que hacer el recorrido puede ser un poco tenebroso si eres claustrofóbico y se suele sentir frio dado que no cuentas con ningún tipo de luz.
