404 – PAGE NOT FOUND

Why am I seeing this page?

404 means the file is not found. If you have already uploaded the file then the name may be misspelled or it is in a different folder.

Other Possible Causes

You may get a 404 error for images because you have Hot Link Protection turned on and the domain is not on the list of authorized domains.

If you go to your temporary url (http://ip/~username/) and get this error, there maybe a problem with the rule set stored in an .htaccess file. You can try renaming that file to .htaccess-backup and refreshing the site to see if that resolves the issue.

It is also possible that you have inadvertently deleted your document root or the your account may need to be recreated. Either way, please contact your web host immediately.

How to find the correct spelling and folder

Missing or Broken Files

When you get a 404 error be sure to check the URL that you are attempting to use in your browser. This tells the server what resource it should attempt to request.

Notice that the CaSe is important in this example. On platforms that enforce case-sensitivity example and Example are not the same locations.

For addon domains, the file must be in public_html/addondomain.com/example/Example/ and the names are case-sensitive.

Broken Image

When you have a missing image on your site you may see a box on your page with with a red X where the image is missing. Right click on the X and choose Properties. The properties will tell you the path and file name that cannot be found.

This varies by browser, if you do not see a box on your page with a red X try right clicking on the page, then select View Page Info, and goto the Media Tab.

404 Errors After Clicking WordPress Links

When working with WordPress, 404 Page Not Found errors can often occur when a new theme has been activated or when the rewrite rules in the .htaccess file have been altered.

When you encounter a 404 error in WordPress, you have two options for correcting it.

Option 1: Correct the Permalinks

  1. Log in to WordPress.
  2. From the left-hand navigation menu in WordPress, click Settings > Permalinks (Note the current setting. If you are using a custom structure, copy or save the custom structure somewhere.)

    How to modify your .htaccess file

    The .htaccess file contains directives (instructions) that tell the server how to behave in certain scenarios and directly affect how your website functions.

    Redirects and rewriting URLs are two very common directives found in a .htaccess file, and many scripts such as WordPress, Drupal, Joomla and Magento add directives to the .htaccess so those scripts can function.

    It is possible that you may need to edit the .htaccess file at some point, for various reasons.This section covers how to edit the file in cPanel, but not what may need to be changed. (You may need to consult other articles and resources for that information.)

    There are Many Ways to Edit a .htaccess File

    • Edit the file on your computer and upload it to the server via FTP
    • Use an FTP program’s Edit Mode
    • Use SSH and a text editor
    • Use the File Manager in cPanel

    The easiest way to edit a .htaccess file for most people is through the File Manager in cPanel.

    How to Edit .htaccess files in cPanel’s File Manager

    Before you do anything, it is suggested that you backup your website so that you can revert back to a previous version if something goes wrong.

    Open the File Manager

    1. Log into cPanel.
    2. In the Files section, click on the File Manager icon.
    3. Check the box for Document Root for and select the domain name you wish to access from the drop-down menu.
    4. Make sure Show Hidden Files (dotfiles)” is checked.
    5. Click Go. The File Manager will open in a new tab or window.
    6. Look for the .htaccess file in the list of files. You may need to scroll to find it.

    To Edit the .htaccess File

    1. Right click on the .htaccess file and click Code Edit from the menu. Alternatively, you can click on the icon for the .htaccess file and then click on the Code Editor icon at the top of the page.
    2. A dialogue box may appear asking you about encoding. Just click Edit to continue. The editor will open in a new window.
    3. Edit the file as needed.
    4. Click Save Changes in the upper right hand corner when done. The changes will be saved.
    5. Test your website to make sure your changes were successfully saved. If not, correct the error or revert back to the previous version until your site works again.
    6. Once complete, you can click Close to close the File Manager window.

    What is important to know – RBC

    The US administration has announced “unprecedented” new sanctions against Russian state-owned banks, state-owned companies and the supply of American technology to Russia. RBC figured out what these restrictions mean

    The administration of US President Joe Biden announced the second tranche of financial and economic sanctions against Russia in connection with the recognition of the Donetsk and Luhansk People’s Republics (DNR/LNR) and the military invasion of Ukraine . The U.S. Treasury Department said the new sanctions are “unprecedented” and the Commerce Department announced “extensive, stringent export control restrictions.” According to Biden, these sanctions “will place a severe cost on the Russian economy, both immediately and over time.”

    A couple of hours after VTB Bank was included in the UK sanctions list (with the freezing of assets in this country), the US authorities announced a similar decision. In the interval between the two announcements, VTB managed to announce changes in the ownership of several assets – by selling two shares, it reduced its stake in Post Bank to less than 50%, and also transferred a controlling stake in the Dynamo football club. Thus, the bank removed these assets from the potential effect of US sanctions (automatically apply to companies where the share of the sanctioned person is 50% or more). Separately, the United States did not include these companies in the sanctions list (unlike the football club CSKA, owned by VEB and included in the US Treasury’s sanctions list).

    The sanctions will not affect the accounts and deposits of the bank’s clients, including those denominated in US dollars and euros, the VTB press service assured, however, corporate clients are advised to temporarily refrain from conducting transactions and settlements in dollars and euros. The inclusion of a bank in the SDN sanctions list means the blocking of its assets in US jurisdiction (this does not mean that any specific assets have already been frozen), a ban on dollar transactions and any transactions with US counterparties (including through correspondent accounts). VTB became the largest Russian bank included in the SDN list. But back in May 2018, the head of VTB, Andrey Kostin, said that the bank had both a “Plan B” and a “Plan C” in case of US sanctions.

    Together with the parent VTB, the US Treasury has included in the sanctions list 20 of its “daughters” located in Russia and eight other countries. FC Otkritie Bank (owned by the Bank of Russia), Novikombank and Sovcombank have also been added to the SDN list: they are subject to the same restrictions as VTB. Sovcombank is the first large private bank in Russia to fall under blocking sanctions (according to the Central Bank, it is controlled by the Khotimsky brothers). The US Department of the Treasury does not explain that Sovcombank was sanctioned by any harmful actions of the latter – it only notes that the Russian government considers it systemically important. As for Novikombank, according to the US Treasury Department, it mainly works in the defense sector and is considered a backbone for the Rostec state corporation. The bank itself does not disclose affiliates, citing Russian legislation that allows not to disclose information related to the state defense order or sanctions risks, and the corresponding decision of its board of directors.

    The US CAATSA Act, passed in 2017, makes it mandatory to impose sanctions on non-US citizens and companies that are found to be facilitating “substantial transactions” on behalf of Russian individuals under any US sanctions. In other words, theoretically, any interaction with a bank from the SDN list is fraught with sanctions risk for such a counterparty (including Russian organizations). But it is unlikely that secondary sanctions will be applied against Russian legal entities, George Voloshin, director of the French branch of the consulting company Aperio Intelligence, told RBC.

    The U.S. authorities imposed less stringent restrictions on Russia’s largest Sberbank and its 25 subsidiaries, recognizing the bank’s “unique importance to the Russian economy. ” Sberbank was included in another list – under the name CAPTA, where before that only one institution appeared: the Chinese Bank of Kunlun (the list itself was introduced by the US Treasury in March 2019, and then the agency warned that Russian banks could be there). From March 26, 2022, American financial institutions are prohibited from opening or maintaining correspondent or transit (payable-through) accounts for Sberbank. Accordingly, by that time he should have closed the same accounts with American banks (if any). In addition, US banks will have to reject payments in which Sberbank is involved.

    In contrast to the blocking sanctions regime against VTB, US banks will not freeze Sberbank funds if they are in their reach, but should only reject the transaction. In addition, Americans are generally not prohibited from other transactions with Sberbank in which it can act as a buyer of services (for example, licenses for Windows or other software).

    “Sberbank is carefully studying the new working conditions in connection with the announced sanctions against correspondent accounts,” the bank said, emphasizing that it is operating normally.

    To limit Russia’s ability to “finance an invasion of Ukraine or other priorities of President Vladimir Putin,” the US Treasury expanded and tightened sectoral sanctions in place since 2014, which until now have included prohibiting US citizens and companies from purchasing new shares or long-term bonds of five state-owned banks (Sberbank, VTB, Gazprombank, Rosselkhozbank and VEB.RF), oil and gas companies Rosneft, Gazpromneft, Transneft and NOVATEK, as well as the state corporation Rostec. At one time, these restrictions forced Russian banks and companies to actively reduce external debt, and issuers under sectoral sanctions have not issued new shares since then.

    The United States has now unified for all companies under sectoral sanctions the deadline for debt obligations that Americans can purchase – up to 14 days. In other words, US investors are free to lend funds to these companies for up to two weeks, while earlier terms ranged from 14 days for banks to 60 days for oil and gas companies. Such deadlines are of practical importance when companies subject to sectoral sanctions purchase permitted goods or services from US suppliers: the latter are required to receive payment from a Russian company within the allowable period under the terms of sectoral sanctions from the date of the invoice.

    At the same time, the list of companies subject to these sectoral restrictions on attracting US funding has expanded. In particular, Moscow Credit Bank (MCB), Alfa-Bank, Sovcomflot, Russian Railways (RZD), ALROSA, Gazprom, Rostelecom and RusHydro were added. In the last couple of years, Eurobonds have been placed by Russian Railways, ALROSA, Alfa-Bank, Gazprom, MKB. Now the participation of American investors in future Eurobonds of these companies will become practically impossible. Gazprom was previously only under technological sectoral sanctions, prohibiting the Americans from supplying equipment for hard-to-recover oil. The press service of Rostelecom told RBC that the company’s portfolio of funds raised is exclusively in rubles.

    The risk of US blocking sanctions does not apply to non-citizens of the country who make transactions with Russian banks and companies under new sectoral sanctions, the US Treasury Department indicates. At the same time, non-US entities may be subject to blocking sanctions if they provide significant assistance to banks on the SDN list (VTB and others).

    The US Department of the Treasury has issued several general licenses allowing, as an exception, US financial institutions not to block funds from VTB and other banks included in the SDN list (except Novikombank). So, if, for example, the same VTB or Sovcombank makes a payment to an American bank before March 26, 2022, then the counterparty will only have to reject such a transaction and return the money. But after March 26, a similar transaction will lead to a freezing of funds by an American bank, follows from the terms of the license.

    If, under the terms of pre-sanction agreements, an American counterparty must transfer funds to VTB, Otkritie or Sovcombank, then it can freely do this before March 26, follows from another license. In addition, US investors holding debt instruments (such as Eurobonds) of VEB, Otkritie, Sovcombank, Sberbank, or VTB may sell them or transfer them to a US non-resident (such as a Russian non-sanctioned investor) within three months, until May 25.

    The most important exceptions relate to Russian energy trading. Until June 24, 2022 (then the period may be extended), US companies are allowed any transactions involving VEB, Sberbank, VTB, Sovcombank and Otkritie related to energy, including the purchase of crude oil, petroleum products, natural gas, coal, uranium . The Biden administration decided not to impose restrictions that could directly affect Russian energy companies, fearing a further rise in oil and gas prices. In 2021, Russian companies sent oil and oil products worth $8.7 billion directly to the United States, according to the data of the Federal Customs Service of Russia, and taking into account deliveries through third countries, even more Russian oil came to the States – more than $17 billion, follows from the data of the American authorities .

    Finally, payments to Russian banks, which are traditionally collected by Aeroflot, are allowed for transit flights of American civil aircraft through Russia and for emergency landings of all US aircraft on its territory. In turn, Americans will be able to receive Russian payments for air ambulance services provided to Russians and paid through sanctioned banks.

    After the announcement of the new sanctions, American journalists asked Biden about the possibility of disconnecting Russian banks from the Belgian-based SWIFT financial messaging system, which makes international payments convenient, fast and secure. The US President explained that such an option was discussed, but at present some of the European allies are against its application to Russia. Some congressmen are actively urging Biden to disconnect the Russian banking system from SWIFT.

    The US leader pointed out that the sanctions imposed on Russian banks, including blocking sanctions on VTB and a ban on US correspondent accounts for Sberbank, outweigh the potential shutdown from SWIFT. He also said that there is a possibility of imposing sanctions against Putin personally.

    Separate sanctions have been announced by the US Department of Commerce, and this can be considered a key new measure. According to the agency, the new restrictions are aimed at depriving such sectors of the Russian industry as the military-industrial complex (DIC), aircraft manufacturing and shipbuilding, of the most important technological elements. The announced export control sanctions are the largest ever imposed on a single state, the US Department of Commerce said.

    The American export regulator BIS will now refuse to issue licenses to exporters to supply sensitive products to Russia for the defense, aerospace and shipbuilding industries. Previously, there were no restrictions on export to Russia for many of these goods. Among them are semiconductors, computers, telecommunications, information security equipment, lasers, sensors. Key details regarding the scope of these restrictions will be set out by the US authorities in a relevant regulation on February 25.
