Bajo la Ley de Municipios Autónomos (Ley 81 del 30 de agosto de 1991) el Municipio de Hormigueros se propuso separar la Oficina de Servicios a la Comunidad para asegurar la prestación integral y adecuada en la totalidad de los límites territoriales del  municipio y velar por que la población tenga acceso, en igualdad de condiciones, al conjunto de los servicios públicos mínimos de la competencia o responsabilidad municipal.

Mediante reglamento el Municipio establece normas y requisitos para que se evalúen y tramiten solicitudes de donativos de entidades sin fines de lucro o de personas de muy bajos y moderados recursos que serán sometidas a la consideración del Municipio y/o de la Legislatura Municipal, según sea el caso. Los donativos solicitados deben ir encaminados a atender necesidades auténticas y específicas de salud, educación, vivienda, deporte, asistencia en situaciones de emergencias o desastre natural. Se podrá hacer la cesión de fondos o bienes previa comprobación de que la persona de muy bajos y moderados recursos y/o cualificar bajo los estándares mínimos del Programa de Vivienda Subsidiada mejor conocida como el programa de Sección 8.

Algunos de estos donativos lo son, pero no se limitan:

• Pago de utilidades en atraso (agua/luz)

• Gastos fúnebres

• Gas propano

• Gastos Médicos (espejuelos, procedimientos, equipo, etc

• Materiales de construcción

• Ayuda escolar

• Pavimentación de entradas

• Realizamos Referidos a diferentes Agencias de servicios

• Orientaciones entre otros

Requisitos para otorgar patente:

• Endoso Municipal (se solicita en la casa alcaldía)

• Identificaciones (Lic. de conducir, tarjeta de seguro social)

• Certificación de No Deuda del CRIM y HACIENDA

• Certificado de Registro de Comerciante (IVU)

• Copia del contrato de arrendamiento, contrato de compraventa o copia de la escritura de la propiedad

• Número de Seguro Social Patronal (documento impreso)

• Certificación de incorporación y fecha de registro

• Permiso de Negocio Ambulante (se solicita en la oficina de secretaría)

• Carta de vecinos como que no se oponen al establecimiento de dicho negocio en su residencia

• Copia de la planilla de contribución sobre ingresos radicados al Depto. De Hacienda de los últimos tres años

• Autorización del dueño o presidente para su representación
