Sobre la seguridad en Puerto Rico | Columnas

El 19 de octubre de 2020, en este mismo espacio, analicé sobre lo significativo que resultaba ser el hecho que en medio del periodo de debates de los candidatos a la gobernación y de la presentación de propuestas programáticas de los distintos partidos políticos, fue inexistente la discusión pública formal sobre el tema de la seguridad.

Desde el establecimiento de la Ciudad de Jericó nueve mil (9,000) años antes de Cristo, hasta todos los pensadores y filósofos en la era de la ilustración, pasando por los periodos monárquicos de la edad media, centran el análisis de la estructura “estatalista” y gubernamental en la necesidad de brindar seguridad y preservación de la vida, así como la sana convivencia de los ciudadanos, parte de dichas estructuras administrativas.  Para ello se instauró en esencia el estado moderno con la correspondiente cesión de autoridad a los gobernantes y uso legítimo de la fuerza junto con el pago de impuestos para su preservación.

Aquí en Puerto Rico, en medio de una quiebra del fisco, una crisis económica prolongada y procesos de negociación de pago de deuda del “estado”, se habla de los chavitos que todo el mundo quiere le separen, pero nadie quiere hablar de dinero necesario para atender la más importante función gubernamental, que en nuestro caso se encuentra en precario desde hace más de una década.

La tasa de asesinatos por cada 100,000 habitantes en Puerto Rico ha fluctuado entre sobre los 24.20 en 2009, pasando por los 31.40 en 2011, los 24.30 en 2013, los 19.20 en 2014, 19.26 en 2016, y 18.50 en 2017, hasta los 22.20 en la actualidad. México, Colombia y Guatemala, países en los que resaltan guerras de guerrillas y carteles de narcotráfico, mantienen tasas de entre 24 a 26 en periodos similares.

El número de efectivos de la Policía de Puerto Rico ha caído por -entre otros factores- el tajo que les dieron a sus pensiones, de 22,000 en 2011 a 10,000 en 2018 y aproximadamente 8,500 en el presente. La reducción del número de efectivos por cada 1,000 habitantes ha caído de manera estrepitosa y desproporcional a la reducción poblacional. El por ciento de delitos esclarecidos en la Isla ronda el 20%, uno de los más bajos en jurisdicción de Estados Unidos. Pero en las pasadas elecciones la frágil realidad de nuestra seguridad no fue tema de debate ni lo ha sido a la hora de la aprobación de planes fiscales y/o planes de ajuste de pago a la deuda.   Nadie en la Asamblea Legislativa ni en el Ejecutivo se ha tomado la tarea de la convocatoria amplia y multisectorial que es necesaria en esta coyuntura histórica.

La incidencia criminal en Puerto Rico se eleva sobre unas profundas raíces de males sociales y económicos. La pobreza, la desigualdad y un sistema educativo deficiente e insuficiente, son problemas que no se resolverán a corto plazo, aunque debemos abordarlos de manera urgente para que no se retrasen aún más las décadas de rezago que llevamos al respecto.

Sin embargo, en el área preventiva de seguridad, mientras bregamos con el gen socio-económico que ha producido tantos atorrantes, imberbes y tantos criminales que pican para el nivel de salvajes, tenemos que sentarnos urgentemente para buscar y alcanzar entendidos sociales y políticos que nos ayuden con el aspecto de vigilancia y esclarecimiento de los crímenes.

El mayor disuasivo para contener la mentalidad criminal no son las duras penas ni las fianzas altas. Lo es la probabilidad de que al que comete el crimen se le arrestará con la evidencia suficiente para encausarlo más allá de duda razonable. Para lograrlo, hay que invertir mucho dinero en mejorar las condiciones económicas y laborales que motiven la retención y reclutamiento de recursos humanos suficientes en todo el aparato de seguridad. Se necesita, además, desarrollo de tecnología y conocimiento científico que contribuyan en el esclarecimiento de los crímenes y eventual arresto del criminal. 

La incidencia criminal del pasado fin de semana no se debe al hecho del número de policías que en sus reclamos de mejores condiciones optaron por irse de brazos caídos. Al fin y a la postre no fue muy distinta a la de otros fines de semana. Peor aún, en los próximos fines de semana tendremos, de igual manera, escasez de efectivos, recursos y equipos para la vigilancia preventiva y procesamiento criminal. No se trata de un fin de semana. Se trata de una vida por delante.

    Venezuela severed political and diplomatic relations with Colombia. This was stated by the legitimate President of the Bolivarian Republic, Nicolas Maduro.

    A ship with 250 tons of humanitarian aid was also sent to Venezuela from Puerto Rico. In response, Caracas sent six warships to intercept the ship, journalist Victor Amaya said.

    “Attention, six ships of the Bolivarian Navy, including the F-22 frigate and two patrol boats, went to intercept a ship with humanitarian aid going to Venezuela from Puerto Rico,” TASS quotes him as saying.

    “Participants of the Guarimb are now being established (riots. — RT ) and they will go to jail. This is a show to destroy our quiet life, ”Maduro said at a rally in support of the authorities in Caracas.

    In addition, he stressed that under the guise of humanitarian aid, the United States is implementing a plan to invade Venezuela.

    “The American draft resolution submitted to the UN Security Council, in fact, aims to cover up planned provocations with the delivery of humanitarian aid as a means of destabilizing the situation in Venezuela, and even obtaining a pretext for direct military intervention.     “According to official statements by both the president and the secretary of state (Mike Pompeo. – RT ), they no longer recognize the current government, for them the president is Guaido,” he told RT. – The main emphasis is on the processing of the army, since it is unlikely that the US command will carry out an invasion with a direct military clash with the army that supports the president. This is an attempt to achieve their results through psychological warfare.

    Previously, Caracas, for security reasons, decided to temporarily close three bridges through which it was possible to cross the Venezuelan-Colombian border.
