Ports of Entry in Puerto Rico
Customs and Border Patrol agents find jobs at six different ports of entries in Puerto Rico. They are:
- Aguadilla
- Fajardo
- Luis Munoz Marin International Airport
- Mayaguez
- Ponce
- San Juan
The jobs of these agents are critical in protecting the security of Puerto Rico and the U.S. states from the threat of terrorism, drug smuggling, human trafficking, and the introduction of unwanted insects, pathogens, and plants. The port of San Juan is the fifth busiest on the Eastern seaboard with over a million containers a year passing through this port.
Puerto Rico’s History of Terrorism
The first priority of the CBP is to thwart potential terrorists.
San Juan has been designated as a high-threat, high-density target for terrorism by the U.S. government. There is a strong history of such operations directed from Puerto Rico taking place on the island and on U.S. mainland.
Since 1975, terrorist groups based in Puerto Rico are responsible for an estimated 260 violent acts in Puerto Rico and at least 70 attacks on the U.S. mainland. Many of these were carried out by the Puerto Rico independence group The Armed Forces of National Liberation (FALN). The most notorious was the bombing of the historic New York City Fraunces Tavern in 1975. The group became infamous for its threat to assassinate President Ronald Reagan. They are no longer thought to pose a threat to the public.
The “Third Border” in Puerto Rico
As it has become more difficult to smuggle drugs into the U.S. from Mexico, the drug trade in Puerto Rico has become so rampant that the island has become a federal hub for interdiction and surveillance operations in the Caribbean.
The smuggling of drugs into Puerto Rico poses a grave threat to national security, since once they reach the island, the contraband can be brought onto the U.S. mainland without further scrutiny. It is estimated that more than 70% of the cocaine that reaches the island is destined for the U.S. mainland. The jobs of Customs and Border Patrol agents involve monitoring the import of people and goods into Puerto Rico to intercept illicit drugs.
The drug trade in Puerto Rico contributes greatly to a climate of violence. The murder rate on the island exceeds even that of Mexico and is six times the national average. Much of the economy of Puerto Rico operates on a cash basis, and this is thought to contribute to the laundering of drug money on the island. CBP agents work with federal and local officials to try and pre-empt these rise in crimes facilitated by the importation of drugs across the Third Border.

A U.S. Customs and Border Protection agent and a suspected smuggler died during a shootout Thursday off the Puerto Rico coast, authorities said. Other U.S. officers were injured.
CBP’s Air and Marine Operations unit was on routine patrol when the shots were fired about 12 miles (19 kilometers) off the coast from Cabo Rojo, a major drug smuggling corridor for cocaine coming out of South America known as the Mona Passage. It lies between Puerto Rico’s western coastline and the Dominican Republic.
One of two suspected smugglers died, said CBP spokesman Jeffrey Quiñones.
The FBI is leading the investigation into the shooting, which occurred around 8 a.m. local time, Quiñones told reporters in Puerto Rico. He said it was too early to know where the vessel originated from, the nationality of its two passengers and whether it was carrying narcotics or servicing another suspected drug vessel in the Caribbean.
Typically, drug cartels recruit poor fishermen from Colombia and Venezuela to transport large amounts of cocaine northward to the Dominican Republic where it is broken down into smaller bales and transferred at sea to waiting vessels manned by better-paid, sometimes well-armed Puerto Rican drug runners.
CBP said in a statement that three agents were injured and were being airlifted to the Puerto Rico Trauma Center. That initial statement did not indicate anyone was killed.
Homeland Security Secretary Alejandro Mayorkas said in testimony before a Senate committee that an Air and Marine Operations agent was killed and several other agents were “gravely wounded.”
“These are brave members of our Air and Marine Operations within U.S. Customs and Border Protection,” Mayorkas said. “So the difficulty of this job cannot be compared to the difficulty that our frontline personnel face every day. Their bravery and selfless service should be recognized.”
Air and Marine Operations employs about 1,650 people and is one of the smaller units of CBP, the largest law enforcement agency in the United States that also includes the Border Patrol. Air and Maine aircraft and sea assets to stop the illegal movement of people, drugs and other goods.
The unit detected 218 “conventional aircraft incursions” on U.
S. soil in the 2021 fiscal year, seized 1.1 million pounds of narcotics, $73.1 million in illicit currency, made more than 122,000 arrests and recued 518 people, according to CBP.

A new caravan, consisting mostly of Venezuelan citizens, moved out of the Mexican city of Tapachula on the southern border towards the United States. This writes the Venezuelan edition El Diario .
“A new caravan of about 5,000 migrants will pass from the Bicentennial Park in the city of Tapachula about 40 km to the migration office in Wixtla (Chiapas state), where they intend to obtain temporary permits to move to the northern border,” the message says.
According to the publication, the ninth large caravan since the beginning of the year, in addition to Venezuelans, included citizens of Honduras, El Salvador, Guatemala, Nicaragua, Haiti, Colombia, Puerto Rico, as well as African and Chinese countries.
Earlier it was reported that in the United States the provision on the expulsion of migrants on sanitary grounds was upheld by the court.
The Federal Centers for Disease Control and Prevention (CDC) of the United States proposed to remove the so-called “Section 42”, which prohibits the entry of migrants into the country, in particular through the Mexican border, on health grounds. “Section 42” was adopted during the term of former US President Donald Trump – it allowed the legal deportation of most migrants.
However, Judge Robert Summerhayes ruled that the completion of Section 42 should be carried out in a normal manner, following all necessary procedures, and not in an expedited manner.
