WASHINGTON – La Administración Federal de Carreteras (FHWA) del Departamento de Transportación de los Estados Unidos anunció hoy la disponibilidad inmediata de $5.2 millones en fondos de ayuda de emergencia (AE) de “emisión rápida” para que sean usados por el Servicio Forestal del Departamento de Agricultura, como un primer paquete económico para pagar los costos de las labores de reparación necesarias para contrarrestar los daños causados por las lluvias torrenciales del huracán Fiona en el Parque Nacional El Yunque en Puerto Rico.

El anuncio de financiación hecho hoy, es adicional a los 8 millones de dólares a los fondos de ayuda de emergencia de “emisión rápida” que la FHWA entregó a la Autoridad de Carreteras y Transportación de Puerto Rico (ACTPR) a finales de septiembre con el fin de reparar los daños ocasionados a las carreteras y puentes de la isla por las inundaciones y derrumbes asociados al huracán Fiona.

“Estos fondos de emergencia ayudarán a restablecer vías de transporte críticas en el Parque Nacional El Yunque de Puerto Rico”, afirmó el Secretario de Transportación de los Estados Unidos, Pete Buttigieg. “Conforme nuestros conciudadanos lidian con el desastre ocasionado por el huracán Fiona, en el Departamento de Transportación continuará ayudando a Puerto Rico a reparar las infraestructuras críticas a lo largo de la isla, indispensables para el paso de los residentes, trabajadores locales, y servicios de emergencia.”

“La Administración Federal de Carreteras trabaja hombro con hombro con el Servicio Forestal para reparar los daños causados por las lluvias intensas que cayeron sobre el Parque Nacional El Yunque”, comentó Stephanie Pollack, Administradora Interina de la Administración Federal de Carreteras. “Los fondos de ayuda de emergencia que estamos suministrando ayudarán a que las reparaciones se hagan lo más rápidamente posible y a preparar mejor esa área para futuros episodios de lluvia torrencial.”

Muchos de los caminos del Parque Nacional El Yunque no pueden ser usados todavía por vehículos de pasajeros. Los ingenieros de la FHWA y del Servicio Forestal de los Estados Unidos están realizando actualmente trabajos de emergencia, entre los que se encuentran remover los escombros y estabilizar los taludes.

El programa de ayuda de emergencia de la FHWA otorga financiamiento a los estados, territorios, pueblos nativos y organizaciones tribales así como a las agencias de gestión del territorio federal para que reconstruyan carreteras y puentes dañados por desastres naturales o algún otro evento catastrófico. Los fondos de ayuda de emergencia de “emisión rápida” constituyen una aportación inicial de recursos monetarios destinados a restablecer estas vías de transporte fundamentales.

El programa de ayuda de emergencia de la FHWA complementa los programas y provisiones derivados de la Ley Bipartidista de Infraestructuras, promoviendo la identificación e implementación de medidas por parte de las agencias federales, que incorporan medidas de resiliencia en el diseño, restauración y reparación de las infraestructuras dañadas con el fin de soportar los posibles futuros daños asociados con el cambio climáticos. La FHWA está actualizando su Manual de Ayuda de Emergencia para que el programa tenga una repercusión directa en la resiliencia del sistema y la equidad en los gastos destinados a infraestructura.
