Voting is scheduled for November 3rd. Now Puerto Rico is a territory that is under the control of the United States, but is not an integral part of them. This will be the third referendum to join the US in the last 8 years

The Governor of the Freely Associated State of Puerto Rico, Wanda Vásquez Garced, signed a bill to finalize its political status and hold a referendum on joining the United States.
According to the bill, the vote is scheduled for November 3, the day of the general elections on the island.

“It’s time for the 3.2 million American citizens who live in Puerto Rico to stop being last in line. Complete equality! the governor wrote on Twitter.

Puerto Rico now has the status of an unincorporated organized territory. It means that the island is under the control of the United States, but is not an integral part of them. The effect of the American Constitution on its territory is limited. Puerto Rico is represented in Congress by only one delegate, who does not have the right to vote. It does not participate in presidential elections, while it can hold primaries, but does not send its representatives to the Electoral College.
La nacion clarifies that the only question on the ballot paper is whether Puerto Rico should be immediately admitted to the United States. The publication notes that for its accession to the territory of the United States, the results of the referendum, in particular, must be approved by Congress.
In January 2020, former New York Mayor Michael Bloomberg announced his participation in this year’s presidential race and promised to develop a bill that would make Puerto Rico the 51st US state. In March, Bloomberg refused to continue the fight for the presidency.
In 2018, a bill was introduced in Congress to make Puerto Rico the 51st state. With its approval, the US authorities will have to repeal previous laws regarding the island and announce the entry of Puerto Rico into the United States no later than January 1, 2021.
A new referendum on joining the territory of the United States could be the third in the last eight years. In 2017, the majority of those who voted were in favor of joining the United States. However, at that time the turnout was only 23%, in particular, it was boycotted by the Democratic Party, which opposed the accession. Another referendum took place in 2012. Then 61% of Puerto Ricans voted for the status of an American state. This decision was opposed by the US Republican Party.

Puerto Rico ceded to Spain after the Spanish–American War under the terms of the 1898 Treaty of Paris and became a US territory. In 1899, the United States took the first census of Puerto Rico, finding that the population of Torrecillas Barrio was 572. [6]
Hurricane Maria
Hurricane Maria hit on September 20, 2017, and six months later, residents of one of the Torrecillas sectors reported that their community of about 300 inhabitants was still without electricity. [7]
Sectors
Barrios (which are similar to small administrative divisions) [8] are in turn subdivided into smaller local settlements/units called sectarians ( sectors in English) . Types sectarians may differ from the usual sector to urbanization to Reparto to barriada to residential , among others.
