The current ubiquitous discussion of the global influence of the United States makes us remember how this influence originated and in what forms it manifested itself at first – from the navy to Hollywood.

SERGEY MINAEV

Great voyage

The American authorities seriously thought about global influence at the end of the 19th century, obviously in connection with the then influence of the British Empire. It was about stimulating the exit of American capital outside the US borders. The centerpiece of this stimulus was the so-called internationalization of tariffs, a purely protectionist tool and the main source of income for the federal government, which also became a means of pressure on other countries to achieve tariff concessions and boost American exports.

To this end, under President McKinley, a new tariff law was passed in 1898 (in 1909, President Taft supplemented it with a system of minimum and maximum tariffs, which further strengthened the US bargaining position). In 1903, the US Department of Commerce and Labor came into being with the official task of “reporting world markets for specific American goods.

One can also speak of the internationalization of the American state, which entered a key phase in 1898 after the quickly won war with Spain. This victory led to the formation of an American sphere of influence throughout Central America and the Caribbean, the creation of a colony in Puerto Rico, the separation of Panama from Colombia, and the construction of the Panama Canal, which was actually an American project.

The United States began to consider itself a great power after the naval victory over the Spanish islands and the creation of a naval base on Guam.

At the end of the 19th century, the expansion of American capital into Central America in order to ensure the import of natural resources to the United States required an expansion of the naval presence.

This line was supported by so-called ambitious naval officers, as well as conservative politicians who, it was said at the time, wanted to “take American minds away from domestic problems.

Be that as it may, it was during this period that the United States gained weight in the international arena, allowing it to be included in the list of “great powers”.

One of the main elements of US policy was to engage in new forms of interstate coordination, which was required by the incredible growth of trade and capital flows. As a result, in 1874 the Universal Postal Union was created, and in 1883 – the International Union for the Protection of Industrial Property.

Rich 20s

After the First World War, a new phase of the US struggle for global influence began. By the mid-1920s, their exports more than doubled against the pre-war level. From 1922 to 1928, American exports grew 50% faster than GDP, which in turn added 40%. The dollar became the world’s reserve currency, although it continued to share this role with the British pound sterling and, to a lesser extent, with the French franc.

The influx of American capital into Europe after the First World War was much greater than immediately after the Second World War. At 19In the 1930s, the US Department of Commerce noted that “the rate at which the United States acquired foreign assets in the 1920s is unprecedented for creditor countries today.”

In the 1920s, the volume of US direct investment abroad as a whole increased by 95%, and in industry – by 129%.

American investment in Latin America has finally surpassed that of the British. And, given that these investments were in the acquisition of control over industrial enterprises and extractive industries (rather than just lending), the American presence in the region was much more significant than the British one.

General Motors bought the British automaker Vauxhall in 1925 and the German Opel in 1929.

As for the auto industry, which became the engine of the US economy, by the end of the 1920s, American factories produced 80% of all cars in the world (not counting those produced by American multinational companies in Canada and Europe). At the same time, the auto industry consumed 20% of the products of the American steel industry, 80% of rubber production, 75% of glass and 65% of leather.

The automobile industry, which flourished in the United States in the 1920s, looked like real art at the beginning of the century

Photo: Science Museum London / DIOMEDIA

The price of a car has fallen by three quarters in 20 years since 1909 – the era of mass consumption has begun still unseen in the world. By the end of the 1920s, Americans had 30 million cars, and the number of gas stations grew from 12,000 in 1921 to 143,000 in 1929th.

The surge in demand for durable goods in the US retail trade was accompanied by an unprecedented flourishing of the advertising industry, spending on advertising by the end of the 1920s was five times greater than before the First World War.

The temptation of cinema

The global influence of the United States in connection with all this was expressed in the internationalization of American standards of consumption. As for the cultural product as well. In 1928, the US Department of Commerce issued a document entitled “The World Markets for American Motion Pictures” which proudly stated that by the middle of the decade, Hollywood was producing 85% of the films distributed overseas.

Hollywood has learned to make one film a day

Photo: DIOMEDIA

American cinema has developed very rapidly. By 1908 there were 400 movie theaters in New York showing hundreds of films. The ticket cost 5 cents – based on the poor. All films were silent, which proved to be a great help to the industry. First, the owners of the cinemas were immigrants, and only a few of them spoke passable English. Secondly, the majority of New York moviegoers were also immigrants who spoke little English, and silent films that everyone understood became a particularly desirable product, among other things, allowing them to feel like a full-fledged American. Thus, it can be said that the success of the film industry was the model for American globalization.

Meanwhile, Southern California was becoming the center of cinema.

Two circumstances helped her in this: very cheap electricity and mostly good, sunny weather.

Both are necessary for filming.

The first California film, The Count of Monte Cristo, made in 1907 by the Selig Polyscope film company, had nothing to do with Hollywood. It was founded in 1887 by Methodist preachers Horos and Deida Wilcox as a community living according to Christian principles. When at 1903 Hollywood received the status of a city, its laws prohibited not only alcoholic drinks, but also cinemas.

In 1910, Hollywood lost its autonomy – was forced to join Los Angeles due to lack of drinking water, and in 1911 the first film studio was founded there. Filmmakers understood that guaranteed good weather cut filming costs in half.

It cannot be said that the residents of the city (half of whom were immigrants) liked this activity. At 19In 13, more than 10,000 citizens signed a petition demanding a ban on film production within Los Angeles.

They called themselves conscientious citizens and argued that any films undermine the foundations of morality.

But the petition was not successful. By 1915, film production in Hollywood was already bringing in $20 million annually and was clearly not going to stop there – it was already difficult for the city to refuse such a thing.

In 1915, the first typical Hollywood structure, Universal City, appeared, releasing a film a day. It was founded by Carl Laemmle, who can be considered the first Hollywood movie mogul. The stories of industry bosses are similar to one another – they were all immigrants (for example, Louis Mayer was born in Russia, and the Warner brothers were born in Poland), all came from very poor families, and families with many children (for example, Karl Laemmle was the eleventh child in the family from thirteen, and there were nine children in the Warner family). And everyone has hard work since childhood. For example, Adolf Zukor traded furs. The founder of Paramount recalled: “I came from Hungary as an orphan of sixteen with a few dollars sewn into the lining of my jacket. I breathed in the fresh air of freedom with delight, and America was kind to me.

Hollywood has been especially kind to studio owners. Very soon, the scale of local film production became comparable to the scale of California’s electricity production (the engineer Ezra Scattergood created a grandiose energy system there, and by 1912 California was second only to New York in terms of electricity consumption).

Directed by David Wark Griffith, Intolerance was made in 1916 with a budget of $2 million and 15,000 extras. The gigantic construction of Babylon from this picture is the first Hollywood attraction in time.

Griffith’s film Intolerance was silent but pompous and mainstream

By 1920, 100,000 people were involved in the production of Hollywood films, a $1 billion a year business that was the largest branch of the Los Angeles economy. It was in the order of things to become a millionaire or to live like a millionaire. In 1920, the actress Gloria Swanson, after the film A Man and a Woman (1919) built herself a Renaissance palace with black marble floors and golden pipes in the bathrooms, 22 rooms and five bathrooms. “I will be a star every minute and every inch,” she said.

or the death of actor Wallace Reed from drugs. The public outcry, as well as the flow of morally dubious film production, forced the bosses of film studios to set certain standards, including screenwriting.

For this purpose, Will Hayes, former chairman of the Republican Party, was hired in 1922 for a huge reward of $100,000 a year.

Hayes proposed, for example, to include clauses in the contracts of stars that establish a moral framework for behavior.

A special film code, which he developed in several stages, was finally adopted in 1930. The document contained many seemingly absurd demands. For example, if a man and a woman are in the frame, lying or sitting on a bed, even if fully dressed, at least one of these characters should touch the floor with their foot.

Hayes was ridiculed, but his work showed that Hollywood, while one of the most profitable businesses in the American economy, had also become one of the most culturally important US exports. And therefore it should be acceptable to the most diverse categories of foreign viewers.

The magic power of Hollywood

Since 1923, the studios stopped removing typical American expressions and other jargon from the titles (and later from soundtracks), considering that Americanisms are very attractive for foreign, especially English-speaking viewers.

In 1927, American cinema received a new sound

Photo: Hollywood Photo Archive / AFP / EASTNEWS

The influence of cinema in the United States and the rest of the world increased radically after the introduction of sound into cinema. In October 1927, the first picture with a soundtrack, The Jazz Singer, was released. In 1928, only 1,300 of the 20,000 movie theaters in America had sound film equipment, and by December 19On the 30th, there were already 10,000 of them, and 57 million visits per week turned into 100 million. tool for promoting the American way of life abroad.

Americans love their cinema themselves and make the whole world love it

A good example is the work of Walt Disney. As a child, the son of Protestants from Illinois, he opposed rigid confessional principles, but returned to them, becoming a successful businessman. Disney created the image of Mickey Mouse – a small creature with high moral standards. His “Three Little Pigs” during the Great Depression urged purposeful and hard work to resist the “Big Bad Wolf” of despair.

Like all artists working for a children’s audience, Walt Disney moralized the animal kingdom – but also Americanized it using high-tech animation, where he revolutionized it. His creative ideas were so commercially successful that they became clichés all over the world. Disney never realized his most daring ideas – he was afraid that the audience would not understand him, but it was the desire to be closer to the mass taste that determined the strength of Disney’s moral influence on the United States and the whole world.

Walt Disney, with the help of Mickey Mouse, managed to win the hearts of millions of children

Photo: Imago / TASS

In 1951, Disney decided to turn his two-dimensional moral message into three-dimensional, and in 1955 the first Disneyland opened in Anaheim, California. Disney turned the architectural fantasies of Hollywood stars realized in their palaces into an optimistic fairy tale. In this tale, children take a real trip on a small train; the first stop is Main Street, USA (that is, simple America as opposed to Wall Street financiers), the last one is Tomorrowland, the whole American history is in front of your eyes. These 3D children’s entertainments that changed America were then exported overseas.

The first Disneyland resembled the palaces of Hollywood actors

Naturally, the global influence of the United States through cinema was most clearly expressed in the films of Charlie Chaplin, born, by the way, in the UK. When the US Department of Commerce boasted in 1928 that 85% of the films shown abroad were made in Hollywood, it had Chaplin films in mind. They were popular overseas for the same reason they were popular in the US—silent movies are understandable to people who don’t speak English. Similarly, everyone understands the language of laughter.

Since America was shown in Chaplin’s films, the foreign audience involuntarily got acquainted with the American way of life. And even when cinema in the United States became sound, Charlie Chaplin persisted in making silent films – albeit with music, probably believing that this combination was most easily absorbed by the international consumer.

Music played a special role, Chaplin wrote it himself and even said that he was a mediocre actor, a mediocre director of his own films, but a great composer.

Charlie Chaplin became America’s most important export

Photo: Getty Images

The symbol of Hollywood cinema in the late 1930s was Deanna Durbin, one of Hollywood’s highest paid actresses. She started acting at the age of 15, and her brilliant acting, combined with a great voice, saved Universal Pictures from bankruptcy.

According to the totality of musical comedy films, where Durbin played minors, including girls, she received an Oscar with the wording “for the embodiment of the image of a flourishing American youth.” We also note that Deanna Durbin was born in Canada, which once again emphasizes the international character of Hollywood.

During World War II, she appeared in several films as lyrical heroines working in defense factories – these films were designed to raise the spirit of the American army, as well as the spirit of American girls who really worked in such production everywhere.

In 1942, Dina Durbin starred in the film “His Butler’s Sister”, which Hollywood (naturally, at the suggestion of the American authorities) expressed support for the US ally in the anti-Hitler coalition – the USSR. Durbin in this film sang a medley of famous romances in Russian.

The tape was released in the Soviet distribution and was a wild success, our audience just fell in love with the Hollywood actress. Thus, showing that he is ready to fall under the American global influence.

Deanna Durbin enchanted not only the capitalist USA, but also the Stalinist USSR
