New York City Office Will Help Puerto Ricans Obtain Vital Records Needed To Access Government Benefits and Services

New York Governor Kathy Hochul, Puerto Rico Governor Pedro Pierluisi, and Congressman Ritchie Torres today announced the opening of a New York Office of the Puerto Rico Federal Affairs Administration, which will help Puerto Ricans living in New York and surrounding states more easily obtain birth certificates, marriage licenses, and other vital records needed to access basic government benefits and services.
Until now, Puerto Ricans living in New York had no way to obtain these records locally and were required to travel to Puerto Rico Federal Affairs Administration offices in Washington D.C., Orlando, Florida, or in Puerto Rico to retrieve them.
“As home to one of the largest populations of Puerto Ricans in the U.S., New York is taking steps to ensure that everyone in our state can access vital programs, services, and benefits,” Governor Hochul said. “This brand-new office will help to ease the burden of locating important records and documents for Puerto Ricans in and around New York, and I thank Governor Pierluisi and Congressman Torres for their partnership in bringing this resource to our state.”

PRFAA serves as both a state-federal affairs office, as well as an extension of official Puerto Rico governmental services. It is responsible for assisting Puerto Rican residents on the continental U.S. with documentation including birth, marriage, and death certificates; driver records and identification; and apostille services. The New York State Department of Labor will leverage its own office space to provide a rent-free office space to establish the office and help Puerto Ricans in New York and surrounding states get the assistance they need.
Under an agreement with NYSDOL, PRFAA will use their office space located at 400 East Fordham Road in the Bronx.
New York State Department of Labor Commissioner Roberta Reardon said, “New York and Puerto Rico have a long history of supporting each other. Whether it be natural disasters or building thriving green energy sectors, we are always there for each other. I am proud that NYSDOL can provide the Puerto Rico Federal Affairs Administration with an office that will increase access to services for thousands of Puerto Rican New Yorkers.”

SAN JUAN, Aug 4 (Reuters) – U.S. authorities on Thursday announced criminal charges against former Puerto Rico Governor Wanda Vazquez, who was in office from 2019 to 2021, for alleged corruption during her 2020 election campaign.
The former governor is charged with conspiracy, federal programs bribery and honest services wire fraud, the Department of Justice (DOJ) said in a statement.
Vazquez told reporters she was innocent following her initial hearing on Thursday afternoon.
“I have not committed any crime,” she said.
“They have committed a great injustice by filing these charges.”
According to authorities, a Venezuelan-Italian bank owner and a former FBI agent paid some $300,000 to political consultants supporting Vazquez’s campaign in exchange for political favors.
Authorities allege that the owner of the bank Bancredito, which was under investigation by the island’s regulatory authority, indirectly asked Vazquez to replace the regulator’s head with a hand-picked leader to head off the audit.
Bancredito’s owner, Julio Martin Herrera Velutini, allegedly coordinated with one of Vazquez’s campaign workers, former FBI agent Mark Rossini, to carry out the bribe. Both have been charged alongside Vazquez.
Investigators say that after Vazquez’s primary election loss in 2020, Herrera then attempted to bribe her successor, named in the indictment only as “Public Official A.”
Puerto Rico’s current governor, Pedro Pierluisi, is not under investigation, authorities said.
Herrera’s attempts to bribe the current governor to end the audit of Bancredito were unsuccessful, authorities say, as his contact allegedly representing the governor was actually acting on behalf of the FBI.
Two others pleaded guilty for their involvement in the scheme in March. Frances Diaz, former president and chief executive officer of Bancredito, conspired with Herrera and others to bribe the current governor, officials say.
Meanwhile, another of Vazquez’s campaign coordinators, John Blakeman, conspired with Herrera and Rossini to bribe Vazquez and with Herrera to bribe her successor, according to the Department of Justice.
The two face up to five years in prison, though their sentencing hearings have not yet been scheduled.
Vazquez, as well as Herrara and Rossini, could face up to 20 years in prison if convicted, U.S.
Attorney for the District of Puerto Rico Stephen Muldrow said.
In Vazquez’s first appearance in court, U.S. Magistrate Judge for the District of Puerto Rico Camille Velez-Rive ruled the former governor could be released on $50,000 bail on the condition she hand over her passport.

Governor Murphy Announces New Jersey Puerto Rico Commission Appointments
TRENTON – Governor Phil Murphy today announced 29 appointments to New Jersey’s Puerto Rico Commission.
The commission, created under legislation signed by Governor Murphy in January 2020, will build on the administration’s efforts to promote connectivity between New Jersey’s Puerto Ricans and the island. The Commission’s work will include supporting ongoing recovery efforts, exploring economic development opportunities, and facilitating educational and cultural exchange between New Jersey and Puerto Rico. Senate President Steve Sweeney appointed Senators Nellie Powe and Declan O’Scanlon as members of the Commission, and Assembly Speaker Craig Coughlin appointed female Assembly members Yvonne Lopez and Nancy Muñoz.
“Many Puerto Ricans live in New Jersey, and their contribution to the structure of our state is enormous.” Governor Murphy said. “We have a longstanding friendship with the government of Puerto Rico and the people of Puerto Rico, and this Commission will serve to take that relationship to even greater heights. The New Jersey Commission for Puerto Rico was created under Act A4188, which was signed into law by Governor Murphy on January 9, 2020. The Commission, established in the wake of Hurricane Maria’s devastating damage to the island of Puerto Rico, will serve to maintain and improve communications with the government and people of Puerto Rico.
New Jersey has a population of over 500,000 of Puerto Rican origin and it is estimated that 30,000 Puerto Ricans arrived in New Jersey after being displaced by Hurricane Maria. Through this commission, the state will contribute to the economic recovery of Puerto Rico and the continuation of the state’s important relationship with the island.
The commission will promote bilateral trade and investment, work on joint policy issues, encourage New Jersey companies to invest in Puerto Rico, among many other initiatives. Peggy Anastos and José Lozano will co-chair the Commission.
The Commission will report its findings and recommendations to the Governor and the Legislature within one year of its original organizational meeting and by February 1 of each subsequent year for the previous calendar year’s activities.
