Visionaria, luchadora, firme en sus decisiones, amante de su pueblo y su familia.
Nace en Loíza, un 20 de septiembre de 1956. Primera hija del matrimonio compuesto por Juan Nazario y Carmen Lydia Fuentes, ambos loiceños. Sus primeros años transcurren entre el barrio San Isidro de Canóvanas y Loíza, donde vivía parte de su familia materna. Crece junto con su única hermana Nellie, bajo el cuidado y protección de su madre ya que a los 6 años queda huérfana de padre. Es de su madre que recibe las destrezas y herramientas de vida que la convierten en una luchadora incansable.

Julia cursó sus primeros grados en la escuela elemental del barrio San Isidro de Canóvanas hasta quinto grado, cursa sexto grado en la escuela Eugenio María de Hostos. Continua en la escuela intermedia Antonio R. Barceló y luego en la Escuela Luis Hernaiz Veronne, termina su escuela superior, en el año 1974.

Durante esa etapa de su juventud se desempeñó, como líder de jóvenes no solo en su iglesia, ya que llegó a ocupar el cargo de presidenta del Congreso de Jóvenes de Puerto Rico, de la Iglesia Universal de Jesucristo, durante 5 años.
De forma simultánea estudiaba en el Instituto Bíblico Oreb, donde obtuvo un diploma en Teología Bíblica y Sistemática.

En agosto de 1974 comienza sus estudios en la Universidad de Puerto Rico, Recinto de Rio Piedras, terminando un bachillerato en Educación Secretarial en 1979. Se desempeña un tiempo como educadora a nivel postsecundario, y decide retomar sus estudios por lo que regresa a la Universidad de Puerto Rico, Recinto de Rio Piedras, donde termina una maestría en Orientación y Consejería, más adelante retoma sus estudios para graduarse como Doctora en Consejería con los más Altos Honores.

Un 22 de febrero de 1985 se casa con Félix Algarín, con quien permanece felizmente casada, Felo, la apoya en todo lo que emprende. Juntos son un gran equipo al servicio del prójimo. Ambos asumen la responsabilidad y el cuidado de Jonny, a quien cuidan y aman como su hijo. Cuando Julia habla de sus muchos logros, menciona de forma especial el haber organizado un centro para jóvenes que habían abandonado la escuela y ver como casi todos lograron obtener su diploma de cuarto año. Siente gran satisfacción por los años que dedicó como madrina voluntaria dando apoyo a hijos de adictos y alcohólicos.

Otro proyecto que recuerda con satisfacción es haber logrado que el departamento de Educación reconociera y otorgara un incentivo a cerca 80,000estudiantes de excelencia académica. Su mayor logro ver crecer y convertirse en profesionales a sus 3 sobrinas a quien siempre dirigió como una madre, Y la relación familiar estrecha que sin importar las circunstancias mantiene con su hermana y su madre. Continuó trabajando en el Departamento de Educación, llegando a ser Secretaria Auxiliar de Recursos Humanos.

Siempre la vida política estuvo presente, Ya que desde niña junto a su madre participó de toda clase de eventos políticos. Desde que cumplió la edad requerida para votar fue funcionaria de colegio, llegando a ser coordinadora en varios procesos electorales. Para la campaña electoral de 2012 responde al llamado de su partido y se lanza como candidata a representante por el distrito 37, Canóvanas, Río Grande y Loíza. En esta ocasión Julia no prevaleció. Durante su campaña para representante por el distrito 37, caminando cada rincón del pueblo de Loíza, Comprendió la situación que vivía el pueblo que la vio nacer, al que ama profundamente, y del que vive orgullosa.

El profundo amor que siente por su pueblo la lleva a la candidatura por la alcaldía de Loíza. Contra todo pronóstico prevalece proclamándose como la primera mujer alcaldesa en este municipio y primer candidato del partido popular desde la restitución del municipio de Loíza en 1970. El 9 de enero de 2017, asume su puesto como Alcaldesa con la pasión que la distingue, llena de esperanza y entusiasmo. Es contagioso el amor por su pueblo ya que el que la escucha hablar con tanta pasión se enamora de Loíza y esto hace que su sueño de ver un renacer en su pueblo se haga realidad.

Dice ella que siempre ha vivido una vida normal. No realmente.

La alcaldesa de Loíza, Julia María Nazario Fuentes, es una persona diminuta, pero con un carácter y una historia que deja pequeño a cualquier grandulón.

De pequeña era curiosa, lectora ávida, adoradora de su madre y de su hermana Nelly. También de su padre, pero con la separación de ambos, y el camino elegido de mudarse él a Estados Unidos, se quebró un vínculo que terminó trágicamente.

Su padre fue asesinado cuando ella tenía siete años, víctima de un asalto en Brooklyn, New York. Lo encontraron muerto, tiempo después, entre la nieve.

Sanó. Aunque siempre sintió una especie de culpa que no le correspondía. Era la hija consentida, líder, estudiosa de la Biblia. La estudió junto a su hermana tres veces, de principio a fin y ve en ella una perfección fuera de liga.

Se crió en el Barrio Las Cuevas, no muy lejos de la Alcaldía, donde se realizó el encuentro con El Push de la Mañana, edición estelar, por culpa de la naturaleza que ese día, con fuerte insistencia, decidió que la entrevista no se realizaría en la villa pesquera de Loíza como acordado.

A los 13 años, en la iglesia evangélica a la que acudía, estudió Teología Sistemática, y comenzó a predicar. Insiste ella que su vida era “normal”. Ajá.

Luego se fue a la Universidad de Puerto Rico, Recinto de Río Piedras, con 17 años, a estudiar Comercio. Quería ser maestra. Pero “Yulín”, como le llamaban de pequeña porque “Julia María” sonaba muy fuerte, desertó. Encontró trabajo y se casó. Ya casada, decidió que tenía que regresar a finalizar su bachillerato. Y así lo hizo. Luego hizo maestría y después de los 50 se convirtió en la doctora Julia Nazario. Tanto la maestría como el doctorado lo realizó en esa área, motivada por jóvenes a su alrededor. La especialidad en el tema de adicciones la hizo porque tenía un primo muy querido que siempre deseó ayudar.

Y todos esos jóvenes que le llamaban “madre” ocupaban en ella un lugar especial. Ella no pudo serlo a pesar de una relación maravillosa que siempre ha tenido con “Felito”, un comerciante loiceño del que ella habla y se le abren los ojazos claros de par en par. El dueño de “El Colmado Nuevo- Aquí hay de tó”, pagó sus estudios graduados pero a la vez vivió con ella, no una, sino dos veces, una situación crítica de su sistema reproductivo y luego un cáncer de mama. Antes de cumplir los 30 años le quitaron su matriz. Ya no era posible ser madre. Diez años más tarde, sus médicos trabajaron en un seno, y al operarla, descubrieron que había que extirpar los dos.

Mutilada. Así se sintió por mucho tiempo. Pero seguía preparándose y trabajando. Lo que no podría ser, no sería. Pero “aquí estoy” y lo dice con una sonrisa que le cubre el rostro y le cierra los ojos.

No es para menos. La chiquita que creció en el mundo de la política, había aprendido demasiado de la vida. Era popular de cuna, o desheredada de su madre, narró sonriendo. Su madre era ayudante del alcalde de Canóvanas y tan activista era, que en su casa se quedaban políticos- en medio de sus faenas políticas- a dormir. Ella veía el colchón blanco y rojo en el cuarto y ya sabía que venía a dormir, aunque fuera una siesta, algún político. Así albergaron, por ejemplo, al gobernador Rafael Hernández Colón.

Es sencilla pero coquetísima. Viste bien y bueno. Y no lo niega. Eso no condice su amor por la gente. “La gente me gusta”, repite varias veces.

La invitaron a aspirar a un puesto político y le dijeron, del saque, que iba a perder. Y perdió en esa aspiración a representante ante el eterno Angel Bulerín Ramos, del PNP. Le dio una batalla interesante, pero perdió. Hoy lo aprecia, lo valora y reconoce la ayuda que le ha prestado en esa posición de alcaldesa a la que también llegó con gente diciéndole que no llegaría.

Luego de 44 años de hegemonía del Partido Nuevo Progresista en Loíza, a nueve meses de la elección general, sabía que iba a ganar ante el alcalde de entonces Eddie Manso. Su esposo no quería que aspirara, pero llegaron a un acuerdo de ocho años. Ese acuerdo no lo cumplirá y volverá a aspirar a un tercer cuatrienio, motivada por su inconformidad con lo que estos años le han dejado. Marejadas, huracanes, terremotos, pandemia. No quiere y no puede dejarlo ahí. Y ya lo negoció con Felito.

La alcaldesa, que habló con NotiCel en una oficina en la caían chorros de lluvia y cercano a un espacio de la alcaldía en la que se ve un toldo azul de FEMA, critica el proceder histórico de esa agencia federal que no le ha pagado pérdidas de María. No tiene miedo en alabar la gestión de muchos miembros del gabinete del gobernador penepé, Pedro Pierluisi Urrutia, pero tampoco duda en decir que tiene que darle “delete” como a tres funcionarios. Por el momento se reserva los nombres.

¿Cuál es el mayor logro de Julia? Es bastante claro para cualquiera con quien se hable en Loíza. Su firmeza en contra del estigma y el discrimen que por años ha vivido su pueblo. Reconoce las situaciones pero se niega a mantener las ataduras del pasado. Rechaza que gobierne un pueblo con alta criminalidad, pobre o violento. Dice que sí tiene nichos de esas situaciones pero que su pueblo es más que un estigma. “No lo voy a permitir”, dijo.

En las pasadas elecciones apoyó a Carmen Yulín Cruz para la gobernación. No ganó, pero la volvería a apoyar. No admite que las divisiones en el PPD sean tantas, tomando en consideración que en el PNP también las hay.

No hay argumento que la alcaldesa no gane en nuestra conversación.

Loíza, dijo, no es el mismo. Loíza se respeta.
