Culebra se caracteriza por ser una isla municipio. Está localizada al este de Puerto Rico, separada por el Pasaje de Vieques. Su territorio se extiende a lo largo de 26.49 kilómetros cuadrados (10.23 millas²). Anteriormente era conocida como San Ildefonso –en alusión a su antiguo nombre— y como “la isla del Pasaje”. También, se le conoce como “la cuna del sol borincano”, “la isla chiquita”, “la última Virgen” y “la isla municipio”. Según el censo de 2000, su población general era de 1,868 culebrenses. Su territorio se organiza en los siguientes barrios: Culebra pueblo: los vecinos interesados en fundar un pueblo debían otorgarle el poder a una o más personas que los representarían ante el gobernador y vice-patrono real. Esta persona podía autorizar la fundación y la constitución de una parroquia. Los poderdantes debían ser mayoría en un territorio y mayor de diez. Una vez promovido el expediente el gobernador designaba un capitán poblador que tendría la representación de los vecinos y uno o más delegados generalmente miembros de los cabildos vecinos para que recibieran las pruebas. Se debía probar que el vecindario se encontraba muy alejado de la iglesia por lo que ha sus pobladores se les hacía difícil recibir los sacramentos y los servicios municipales. Generalmente se demostraba la ausencia de caminos o puentes o el mal estado de los existentes. Si era aprobada la solicitud exigía a los vecinos que deslindara el territorio del nuevo municipio y construyera ciertas obras municipales que incluían: una iglesia y casa del cura, la Casa del Rey, una carnicería, cercar un área para cementerio y reservar terrenos para la plaza y ejidos. Se esperaba que los vecinos cubrieran la construcción de estas obras mediante derramas. Usualmente algún propietario donaba los terrenos necesarios para la fundación. Una vez satisfechas las exigencias el gobernador autorizaba la fundación y la creación de una parroquia y designaba un teniente de guerra que era generalmente el mismo capitán poblador., Flamenco, Fraile, Playa Sardinas I, Playa Sardinas II y San Isidro. Tiene una ciudad capital conocida como Dewey. Su patrona es la Virgen del Carmen, cuya fiesta se celebra alrededor del 16 de julio. Otras actividades importantes son los torneos, las fiestas deportivas y el festival de artesanías en los meses de agosto, septiembre y noviembre. Para llegar hasta la isla municipio existe un pequeño aeropuerto y un sistema de transportación marítima que toca su puerto varias veces al día.

Culebra posee algunas de las más hermosas playas del mar Caribe. Algunas de ellas cuentan con arrecifes de coral. Además, tiene como atractivos turísticos la bahía bioluminiscente en La Pelada, el faro en la Isla Culebrita y el Pueblo Español. El sector Punta Molinos fue declarado refugio de vida silvestre como Santuario Nacional de Aves por el presidente Teodoro Roosevelt en 1909. Sus ingresos económicos provienen de una fábrica de instrumentos científicos, al igual que del turismo, en especial, el ecoturismo. También tiene actividad ganadera y pesquera. La agricultura es escasa ya que la tierra es muy árida.

Geografía

Culebra queda 22.5 millas náuticas al este del puerto de Fajardo. Comparte sus costas con el océano Atlántico. Está rodeada por pequeñas islas y cayos. Al norte se encuentran los cayos: Geniquí, Ballena, Tiburón, Sombrero, Matojo, Norte, Alcarraza, Los Gemelos, Colorado y la Piedra Stevens. Al este, la Isla Culebrita, los cayos Botella, La Pelá y La Pelaíta. Al oeste, los cayos: Luis Peña, del Agua, Yerba, Ratón, Lobo, Lobito y El Mono. Al centro, Cayo Pirata y Cayo Verde. Su composición es totalmente volcánica, lo que hace que su terreno sea árido. En su topografía predominan las elevaciones bajas, siendo sus elevaciones más altas el Monte Resaca con 623 pies (190 metros), el Cerro Balcón con 541 pies (165 metros) y el Cerro de Luis Peña con 443 pies (135 metros) sobre el nivel del mar.

El municipio cuenta con uno de los pocos bosques secos subtropicales que quedan en Puerto Rico. Ubicado en el Monte Resaca, forma parte del Refugio de Vida Silvestre de Culebra. También tiene bosques espinosos, arboledas de cupey y jaguey, palmas, asociaciones de arbustos y cactus donde habitan varias especies de aves y reptiles.

Otras áreas son sus manglares que forman un hábitat único y esencial para la vida silvestre de la costa, en particular, para el pelícano pardo, especie que se encuentra en peligro de extinción. Los manglares abarcan una superficie de 26 hectáreas en la que predominan los mangles colorado, negro y blanco. Estos manglares son de borde y de cuenca. Entre ellos se destaca Puerto del Manglar ya que preserva la bahía bioluminiscente y, además, sirve de filtro pues reduce los sedimentos que son arrastrados por las escorrentías de los terrenos contiguos. Por otro lado, el sistema hidrográfico insular se compone de lagunas o albuferas. éstas son: Cornelio, Flamenco y Zoni o Soní, ubicadas entre los barrios de Flamenco y San Isidro. Así mismo, en la isla de Culebrita se encuentra la Laguna de Molino.
