A rental car is the best way to move around for visitors that want to explore Puerto Rico on their own. Renting a car provides flexibility and it’s more cost-effective than paying for taxis for long distances or booking tours every day. Rental cars can also allow travelers to reach destinations that public transportation routes don’t cover.

As I wrote in my guide to how to drive in Puerto Rico, the island is overall pretty friendly for drivers. There are multiple car rental companies in Puerto Rico, especially in the area of San Juan and Isla Verde. A car rental is the best method of transportation if you’re planning to leave Old San Juan frequently and you want to stay in other parts of the island. 

Although there is public transportation in Puerto Rico, the routes are quite limited to the north’s popular cities, and the language barrier makes it almost impossible for English speakers to communicate with drivers.

Car Rental Requirements for Puerto Rico

If you’re renting a car in Puerto Rico, these are some documents you should bring along in your luggage.

🚗 Driving License – If you’re from the United States, your common driving license will allow you to rent a car, as long as it’s older than one year. 

🚘 International Driving License – If you’re coming from an international destination, car rentals will ask for an international driver’s permit too.

💳 Card – You’ll need a debit card with the logo of Mastercard or Visa or a credit card, but you’ll probably pay a cheaper deposit with the lather.

👨 Age – You have to be 25 years or older to rent a car in Puerto Rico. Some rental car companies might allow you to rent a car if you’re 21, but you’ll pay an extra fee.

📝 Collision Damage Insurance (CDW) – This insurance is optional, but it’s recommended since it covers theft and damage done to the car rental. 

📋 Compulsory Liability Insurance – This insurance is obligatory in Puerto Rico and it covers the damages you cause to other cars in case of an accident.

For renting a car in Puerto Rico, you will need insurance. Prices for your rental can rise significantly with the daily insurance fee. Most credit cards offer rental car insurance among their benefits and services, so you can check with your bank if you have car rental coverage and bring proof with you when you rent your car. 

Dig Deeper

If a deal seems too good, it’s probably because it is. When you’re interested in the prices of a car rental, ask the company if the advertised price includes the insurance fees. You’ll have to buy the insurance if you don’t have any and it will add to your car rental daily rate.

Ask About Autoexpreso

Puerto Rico’s main highways are home to an electronic toll system.  Drivers pay toll roads with an electronic stamp called Autoexpreso. Before you sign your car rental contract, ask if there is an additional fee for the Autoexpreso. Some car rental locations will include the usage of the stamp on your daily rate and others will charge an extra fixed rate for using it.

As excited as you might be to start your vacation, I recommend that you don’t skip reading your car rental contract. Many tourists lose their deposit or pay extra fees because they violate the car rental contract without knowing so. Simple things like returning your rental car full of sand or with damp seats can violate the company’s terms. Read and take note of everything before leaving the location. 

Inspect your Car

Before driving away from your car rental location, inspect your car for scratches, bumps, and other imperfections. Take pictures of how you received your vehicle, and how you return it, so you can use them as evidence in case of any claim.

Park Wisely

Old San Juan and many town centers’ in Puerto Rico offer free parking on narrow and uncomfortable streets that can end up in unwanted bumps and scratches to your rental car. Opt to park in a safer location like a private parking lot, even if you have to pay a small fee.

Don’t Leave Your Belongings on the Car

As basic as it may seem, many tourists leave behind bags, or valuables in their car while they go to the beach or to visit an attraction, only to return to a broken window and stolen belongings. If you’re taking a day trip, leave your valuables at a hotel safe and only bring with you the things you’ll be carrying.

Drive on the Right Side

If you’re coming from an international country, you should know that Puerto Rico follows the same traffic system as the United States. People drive on the right side of the streets and road signs are mostly the same used internationally but in Spanish.

Look for Kilometers, Not Miles

Contrary to the United States, the distances in Puerto Rico get measured in kilometers and not miles. You will see road signs with the kilometer numbers on them, but speed limits get measured in miles per hour.

Watch the Road

Depending on the cities and neighborhoods you go to, you will notice that streets are full of potholes. Potholes are common even in San Juan, so you should drive with precaution and pay attention to the road. Some potholes are deep enough to ruin your vacation with a flat tire.

Plan Around Peak Hours

Although having your own vehicle will save you a lot of time, getting stuck in peak-hour traffic will ruin your schedule. Going from San Juan to a nearby city can take you over an hour if you’re transiting main highways around 8:00 am or 6:00 pm. That’s also when you’ll experience the negative side of Puerto Rican drivers. Either leave for your destination early or wait for the rush hour to end.

Decide Your Return Location

Some car rental locations have a different return location than where you rented your vehicle. While you sign the contract, investigate where you’ll be returning the car. For example, some car rental companies have locations in a city and different airport locations for returns.  

Don’t Take it Outside the Main Island

Up to this date, the ferries to Vieques and Culebra only transport cars from the residents of the small islands. Although there isn’t a fixed date as to when they’ll be restarting the service for non-locals, most companies don’t allow car rentals outside the main island.

Don’t Smoke on Your Car

Smoking inside your car is one of the things that will cost you extra money, as car rentals have to deep shampoo the cars to get rid of the odor. Do yourself a favor and smoke far from your car.

Using publicly available data, Reuters tracked 290 Rosneft flights between January 2015 and May 2019. Of all these round-trip flights, 96 occurred on public holidays in the Russian Federation or between mid-afternoon Friday in Moscow and Monday morning.

Since the beginning of 2015, Rosneft corporate jets have flown eight times to Olbia Airport in Sardinia, 15 times to the Maldives and seven times to Palma de Mallorca in Spain, showed flight tracking data from planefinder.net, flightaware.com, opensky. network.org and flight-data.adsbexchange.com.

Reuters did not find publicly available information released by Rosneft or the Russian authorities about official events at these locations, although the company does not always disclose information about its meetings.

In some of the cases described, Sechin’s associates, including his ex-wife before their divorce and friends, posted photos on social networks from the same places where Rosneft liners were at that moment.

Sechin, a close associate of President Vladimir Putin and head of the world’s largest public oil company by production, did not appear in social media messages from the resorts.

But Reuters photographed a man resembling Sechin boarding a Rosneft plane at Palma de Mallorca airport on August 6 last year.

In total, Reuters found public information released by Rosneft or the Russian authorities about official events at 42 of the 290 flight destinations.

In a statement issued on Tuesday in response to questions from Reuters, Rosneft said that as a global company, it operates in all regions of the world and that corporate jet spending is “carried out in accordance with approved corporate standards.” The company did not disclose details.

Rosneft declined to answer detailed questions from Reuters, saying that the agency “has turned into an information sabotage group serving the tasks of the intelligence services of the states concerned.”

Among the questions the company declined to answer was whether Sechin’s employment contract allows him to use corporate jets for personal purposes and whether he has reimbursed expenses for private flights.

In April, in response to previous questions from Reuters about the use of corporate jets by friends or family members of the company’s employees, Rosneft reported that “no private transportation of family members at the company’s expense was carried out.

A source close to the Rosneft board of directors said that the clause of the contract providing for Sechin’s use of corporate jets for private trips was not put forward for board approval.

Sechin’s use of a corporate jet to travel to resorts, whether his contract allows it or not, is one example of Rosneft’s misappropriation of funds, said Vladimir Milov, who until October 2002 was Russia’s deputy energy minister.

Milov now criticizes the Kremlin, saying that Putin’s entourage is using Russia’s wealth of natural resources for personal gain.

He also cited an order placed by one of the company’s subsidiaries for the purchase of tableware, including caviar bowls and silver spoons, for a total value of $83,000.

The day after Kremlin critic Alexei Navalny announced the order on his YouTube channel on May 22, 2017, it was canceled, according to the Rosneft website.

Kremlin spokesman Dmitry Peskov declined to comment on the flights of Rosneft airliners, saying that this is an internal, corporate issue. A Russian government spokesman did not respond to a request for comment.

SIX FLIGHTS TO MALLORCA IN A YEAR

From January 2015 to May 2019, Rosneft operated six business jets registered in Austria and the Isle of Man. They were owned by Rosneft subsidiaries, or chartered by Rosneft, or used for official corporate travel by Rosneft – in most cases, all three options at once.

The same aircraft – tail number M-YOIL – flew to Palma de Mallorca six times between mid-July and late August 2018, according to flight tracking data and photos taken by Reuters at the airport.

During this period, the liner spent 27 days in Mallorca and near the island, not including the days of arrival and departure.

On the day that the Rosneft plane landed in Palma de Mallorca, on July 15, Russian singer and friend of the Sechin family, Anita Tsoi, posted a message on her Instagram that her family had begun their long-awaited vacation.

On July 19, she posted a photo geotagged Mallorca of herself, her 26-year-old son, and husband Sergei Tsoi, a top executive at Rosneft.

A day after this Rosneft plane returned to Moscow – on August 1 – she posted a photo geotagged Moscow.

“Vacation has come to an end,” Tsoi wrote.

Neither Anita Tsoi nor Sergei Tsoi responded to Reuters’ requests for comment. Rosneft did not respond to questions about flights to Palma de Mallorca.

CODE OF ETHICS

Rosneft’s publicly available code of business and corporate ethics states that “we do not use the company’s property and assets for purposes other than those intended, for personal purposes or for personal gain”.

Data on total flight costs is not available, but Reuters found documents showing the cost of operating one of the private jets in 2016.

Tail number M-YOIL is operated by Singapore-registered AV Asia Developments Pte Ltd, according to the interstate aviation authority Eurocontrol.

A 2016 financial statement for AV Asia Developments, which is 100% controlled by Rosneft, states that the company received $1.86 million for the charter of the only aircraft it operated at the time and more than $2 million for services related to this liner.

AV Asia Developments did not respond to a request for comment.

Flight tracking data showed that during 2016 the airliner made 12 flights, totaling about 96 flight hours.

Compared to the data from the AV Asia Developments report, the cost per flight hour – the industry standard measure used to determine the cost of services associated with business jets – is about $40,000, or $19,000 if service costs are excluded.

A round-trip flight in Aeroflot business class, departing to the Maldives on June 28 and returning on July 4, costs $3,770, according to Aeroflot’s website.

EMERALD COAST, FLIGHTS TO THE MALDIVES

Sechin’s ex-wife Olga spent part of the summer of 2015 at the Costa Smeralda resort in Sardinia, according to her posts on social networks where the resort is geotagged, as well as messages from her friend Olga Tonkikh.

Sechina posted her first social media post from this resort on June 30, and the last post from this vacation on August 21 was posted by Tonkikh on one of her social media profiles, tagging Sechina.

Around this time, a Rosneft-operated Bombardier Global 6000 with tail number OE-IRS visited Olbia airport in Sardinia three times, on July 26, August 16 and September 9, according to flight tracking data.

The Cala Di Volpe hotel on the Costa Smeralda hosted a private concert by British singer Robbie Williams on August 14, according to the hotel’s Facebook post.

On the same day, Olga Tonkikh posted a photo on Instagram showing her and Sechina, with #robiwilliams as one of the hashtags.

Neither Tonkikh nor Olga Sechina responded to Reuters’ requests for comment. Rosneft did not respond to questions about flights to Sardinia.

On the evening of December 24, 2016, a Rosneft-operated Boeing business jet with tail number OE-IRF took off from Moscow’s Vnukovo airport towards the Indian Ocean, flight tracking data showed.

Two days after the plane’s departure, Anita Tsoi posted on Instagram a photo from the plane, whose cabin looks like the cabin of a Boeing business jet.

“So this long-awaited moment has come – VACATION”, – she wrote under the photo.

On January 3rd, 2017, Choi posted a photo from a golf course that matches the promotional photos of Velaa Private Island luxury resort in the Maldives.

Sechin’s ex-wife Olga posted photos on Instagram on December 28, 2016 and January 4 showing her in a room that matches the promotional images of the Velaa Private Residences posted on the resort’s website.

Sechin and his wife divorced in June 2017, according to court documents seen by Reuters.

Rosneft flights to the Maldives continued.

Flight tracking data showed that two Rosneft private jets landed at an international airport in the Maldives on December 28 and took off again a few hours later. The same planes again flew to the Maldives on January 9 and returned to Moscow on January 12.
